Dear OCCRP Reader,

The OCCRP network has uncovered billions of dollars’ worth of hidden assets belonging to oligarchs who have profited from their close ties to the government. Today, that list grew again with the Rotenberg Files.

As Vladimir Putin rose to power, his childhood friends, brothers Boris and Arkady Rotenberg, amassed billions of dollars and control over major companies. So it was little surprise when they were sanctioned by the United States in 2014, and later by the European Union, in the wake of Russia’s invasion of Ukraine and annexation of Crimea.

But how much have these sanctions really affected them, and what did they do to minimize their impact?

OCCRP and IStories obtained over 50,000 leaked records that show how lawyers, advisors, and service providers working for the oligarchs’ interests helped obscure the Rotenbergs’ ownership of businesses and luxury real estate in Europe and around the world.

We shared the leak with Le Monde, Der Speigel, The Times, Paper Trail Media, and 11 other media partners, who joined us in uncovering the brothers' trusted circle of enablers.

Since Russia’s invasion of Ukraine, the world’s focus has been on Moscow and the oligarchs close to Putin’s regime. But the Western professionals who help them undermine sanctions have largely escaped similar levels of scrutiny.

The armies are not just on the battlefield — they’re in offices in Europe and the U.S., fueling a system that offers impunity for the richest and is to the detriment of citizens across the world.
