The 2023 legislative session was a success for Minnesotans. DFLers were able to pass hundreds of important bills, including expanding access to healthcare, investing in education, protecting the environment. Democrats also made progress on a number of other issues, including gun violence prevention, restoring voting rights to 55,000 Minnesotans, and criminal justice reform. 

One of the most significant accomplishments of the session was the passage of the Paid Family and Medical Leave Act, a bill to give workers access to paid leave to bond with their new babies, their own medical condition, to care for a family member, or another emergency event. Gov. Walz signed the PFMLA, and it will provide most Minnesota workers the ability to take 12 weeks of paid family leave. The Minnesota Department of Employment and Economic Development (DEED) will administer the program in conjunction with its Unemployment Insurance (UI).     

We also made historic investments in education during the session. This year’s education budget will increase funding for public schools by $1 billion over the next two years. The bill will also provide funding for early childhood education and for after-school programs.    

Democrats also took action to protect the environment by passing legislation to reduce greenhouse gas emissions by 50% by 2040. The new law invests in renewable energy and energy efficiency by streamlining the process for solar energy generating systems and certain high-voltage transmission lines and authorizes the commission to require payment of the state prevailing wage to workers constructing large wind and solar energy systems.    

To ensure that more Minnesotans are safe or receive justice, Minnesota created a community-based response to address cold cases of missing or murdered Black women by establishing the first Missing and Murdered Black Women and Girls Office. The provisions in this law ensures the Bureau of Criminal Apprehension operate an alert program and requires the issuance of an alert when a person is determined to be missing and endangered. Black women and girls' lives matter, they are worthy of protection, and families and communities deserve closure and justice for their loved ones.

*My Highlights* 

*Uber/Lyft Bill * 

I am disappointed in Governor Walz for vetoing the rideshare legislation. Moreover, it is disheartening that the first veto of his term would be against worker protections for Black immigrant drivers. Uber and Lyft drivers are essential workers who provide valuable services to our communities. They work long hours, often for low pay, and they are at risk of being injured or killed on the job. I will not let this barrier deter my determination or commitment to fight harder next session to get this bill passed.  

Worker protections would help to ensure Uber and Lyft drivers are treated fairly and they have the resources they need to support themselves and their families. Offering protection would also help to improve the safety of drivers and passengers. These drivers deserve to be treated with dignity and respect, and they deserve to have the same rights and benefits as other workers. By increasing protections, we can help to ensure all Uber/Lyft drivers in Minnesota have the opportunity to earn a fair wage and build a better life for themselves and their families. 

*Serving on the Legacy Committee* 

As a first-term representative, it was an honor to serve as vice chair of the Legacy Committee. We passed a historic Legacy Budget Bill that will improve the lives of Minnesotans across our state. Everyone’s history deserves to be told and culture celebrated. This budget expands opportunities for all communities to access Legacy funding, including Minnesota’s Tribal nations as they seek to preserve their native languages. Minnesotans deserve swimmable, fishable, and drinkable water. We are investing $818 million in Minnesota’s rich cultural history, and we are dedicated to supporting the arts, art education, and culture. Every community in Minnesota is represented in this bill. Our communities should see their cultures preserved through artistic expression and have access to tell their authentic stories. I am proud of expanding our budget to enhance accessibility and equity for our BIPOC neighbors and relatives.    

*Education * 

I was proud to have my School Accountability legislation included in the Education Budget Bill. This bill establishes a pilot program to support Pillsbury United Communities in developing an equity-focused framework to assess school and student performance with specific performance measures. We need to ensure all students have access to a high-quality education, regardless of their background or zip code. Despite the challenges, education accountability is an important tool for ensuring all students have access to a high-quality education. By carefully considering the benefits and challenges of education accountability, we can create a fair and effective system.
