The NPVIC is an agreement between states to award ALL of their Electoral Votes to the winner of the National Popular Vote, and it goes into effect as soon as enough states sign on to reach the 270 Electors needed to WIN the Presidency.

Right now, 16 states plus D.C. have signed on, giving us 206 of those Electors. But legislation is pending in enough states to finally push the Compact over the edge — and Republicans around the nation are panicking, because they know it's their only way to WIN.
