Paine Field Fire to hold live fire training June 14-15

Each year, Paine Field Fire live fire training to meet our FAA Part 139 certification. This FAA requirement ensures that our personnel uses our ARFF apparatus proficiently during a live fire drill.

In the past few years, we have sent our firefighters to other cities to receive the required Aircraft Rescue and Firefighting (ARFF) training and certification. Instead of traveling to the likes of Moses Lake, Charleston, S.C., Dallas, TX, Helena, MT, or Chicago, IL, to receive live fire training and certification, our staff will be staying put. Paine Field has teamed up with the company 139FIRE to complete our training and certification on the airfield on June 14 and 15 in the ramp area adjacent to the Fire Station.

During the training and certification exercises, our firefighters will be able to use our own equipment and teams to practice effective techniques to extinguish propane fires on the exterior and interior of a simulated aircraft fuselage with water. The training will also allow firefighters to work on their communication skills with local dispatchers, air traffic control operators, and mutual aid partners Boeing Fire, Everett Fire, Mukilteo Fire, and South County Fire.

During the live fire training drills on June 14 and 15, please do not be alarmed if you see flames, smoke, or additional emergency personnel and equipment near the Fire Station.

Airport Commission Meetings

The Snohomish County Airport Commission serves as an advisory board to the county executive. The commission generally meets the fourth Thursdays in January, April, July and October.

Security reminder: Proper escorting of vehicles and guests within the AOA

All Paine Field badge holders must remember their security responsibilities while escorting guests within the Air Operations Area (AOA). Once you and your guest enter the AOA or land from another airport, you are responsible for maintaining a line of sight of unbadged guests and ensuring they can always hear you. The escort ratio for badged to unbadged guests is 1 to 6. Guests may not be familiar with airports, so it is important to identify movement areas and ensure guests do not walk onto a taxiway or runway.

At Paine Field, we have added a red line to all ramps to further increase awareness of nearby movement areas. Remember, if you see a red line, STOP unless you are in an aircraft and have received clearance from ATC to proceed. Unless with airport staff conducting official business, it is never approved to enter the movement area on foot. Improperly entering the movement area is considered a surface incident. Surface incidents are serious, and each occurrence is reported to the FAA.

Additionally, vehicles under escort have similar rules which apply to them. It is important to explain your intentions to the escorted vehicle prior to entering the AOA. Vehicles under escort must always remain with their authorized Paine Field badge holder. Remember, always yield right-of-way to aircraft and use caution when maneuvering around aircraft. The maximum speed around aircraft is 5 MPH and the escort ratio is 1 to 1 in vehicles unless approved ahead of time by Airport Operations personnel.

Teamwork makes the dream work

It truly does take a lot of teamwork to keep Paine Field in operation. Paine Field is fortunate to have partners in the form of two Snohomish County departments: Parks and Public Works.

Narbeck Wetland Sanctuary Gate

The team at Paine Field Maintenance recently collaborated with the Snohomish County Parks & Recreation team to relocate a gate to the parking lot for Narbeck Wetland Sanctuary. While it was a small project, our maintenance team could not have done it without the help from the Parks team. Thank you, Snohomish County Parks!

Crosswalks and signage at the Boeing Future of Flight Museum

The team from Snohomish County Public Works was on site right before Memorial Day to paint stop bars, crosswalks, and a new "stop for pedestrians" sign at the roadway crossing in front of the Boeing Future of Flight Museum. The refreshed markings and signage are essential to keeping visitors to Paine Field and the Boeing Future of Flight Museum safe. Thank you, Snohomish County Public Works!

Paine Field Master Plan update

Thank you to everyone who shared input through the online open house and virtual public meeting we held in March. The online open house was available from March 3 through April 3, and we held a webinar on March 15.

The final online open house received just under 11,000 page views from nearly 5,000 users, who provided 159 comments.?The webinar was attended by 179 people.

The final drafts of the Public Engagement Reports for all three phases of public engagement since the start of the Master Plan process in November 2021 are now available at www.painefield.com/153/Airport-Master-Plan. Each report contains responses to all questions or comments posed during the online open houses and webinars.

Paine Field will be submitting the final draft of the Airport Master Plan to the Federal Aviation Administration for its review and approval. Upon approval from the FAA, the Snohomish County Council will be requested to formally adopt the plan.

2023 Construction update

As it is everywhere else in Western Washington, it's construction season at Paine Field. Our industrious engineering and maintenance teams have lined up a number of important improvement projects to be completed by the fall.

Inner Terminal Ramp (Terminal Apron)

Staff is preparing for the July start of the reconstruction of the Inner Terminal Ramp. Contractors will convert the central portion of the terminal apron to concrete to accommodate larger and more frequent passenger aircraft traffic as the airport grows. The project was permitted in 2021 and was originally anticipated to be constructed in 2022. Work is expected to conclude in October. The project is funded by passenger facility charges (PFCs).

Taxiway AA

Contractors will correct a "hot spot" issue at the north end of the main runway. The project entails revising lighting and markings to close the direct Taxiway A / Taxiway AA connection, allowing the runway hold positions to be moved to a more standard location. To limit the impact on our users, work will be done at night. The work will require several nighttime closures of the main runway (midnight to 6 a.m.).

Runway guard lights were anticipated to be installed as part of this project. This portion has been delayed until a future year.

Design for the Rehabilitation of the East General Aviation Apron

The East General Aviation Apron asphalt will be milled and a new asphalt overlay will be applied in 2024. This pavement was constructed in 1986 and has not been repaved since. The project is currently under design for construction in 2024.

Landside projects

On the landside, the engineering team will be coordinating the demolition of a number of buildings on the former TECT site located to the east of ATS. The demolition of these vacant structures will clear the way for cleanup of the site and eventual redevelopment.

Additional landside projects include repaving portions of parking lots at C-5, C-71, and C-70, replacement of hangar doors at C-52 and C-53, and roof replacement and painting of C-11.

Dawson Frank, A.A.E., I.A.P., is the Deputy Director of Operations. Dawson?has worked in the aviation industry for 15+ years, acquiring a wealth of knowledge of airport operations/security, emergency preparedness, customer service, and project development. Prior to joining our team, he held various positions at Kansas City International, Southwest Florida International, San Antonio International, and Seattle Tacoma International, where he honed his skills in airport management.

Cody Engdahl?recently joined the team as an Operations Specialist. Cody is joining us from Morristown Airport in New Jersey, where he worked in a similar position.

Congratulations, Paul Anderson

Through a competitive process, Paul Anderson was selected for the Operations Supervisor I position. Paul has been with Paine Field Operations since 2015.

Farewell

At the end of May, Paine Field said farewell to our IT Systems Analyst, Frank Luong. Frank was with the team for almost a year. Best wishes in your new adventure at the InterContinental at The Avenue in downtown Bellevue, Frank!


Stage 1 outdoor burn ban now in effect

Wildfires are unplanned fires that burn in natural areas like forests, grasslands or prairies. These dangerous fires spread quickly and can devastate not only wildlife and natural areas, but also communities. According to the National Fire Protection Association, nearly 45 million homes abut or intermingle with wildlands and more than 72,000 U.S. communities are now at risk.

As a precaution, Snohomish County's Fire Marshal has instituted a Stage 1 outdoor burning ban in unincorporated areas of the County, effective Friday, June 9th. The ban suspends all residential burning, even if a permit has been issued,?except for recreational and cooking fires.

With the continuing dry weather conditions, the Fire Marshal is urging the public to use great caution before lighting any recreational fires, since wildfires are a significant risk across the region. If you have any doubts about safety, please don?t burn. Contact the Snohomish County Outdoor Burning Information Hotline at 425-388-3508 for updated information.

"Red Flag Warning" restrictions

In the event of a ?Red Flag Warning?, all outdoor burning shall be prohibited immediately, including recreational fires, until further notice. ?A Red Flag Warning is a forecast warning issued by the National Weather Service in the United States to inform the public, firefighters, and land management agencies that conditions are ideal for wildland fire combustion and rapid spread. ?To the public, a Red Flag Warning means high fire danger with an increased probability of a quickly spreading vegetation fire in the area within 24 hours.

A note about flying drones or other aircraft near wildfires

Drones and unauthorized aircraft near wildfires are not safe. Only authorized aircraft are permitted near wildfires. Let wildland firefighters do their jobs to keep the public safe.

It's been a busy month for Kenmore Air. The leading seaplane operator in the Pacific Northwest announced the expansion of its land-based plane service from Paine Field to now include Victoria International Airport.

With this expansion, Kenmore Air now provides the only scheduled international transportation link between Friday Harbor and YYJ, offering 2 round trips per day, making it the fastest, most scenic, and most convenient connection to both Victoria's Inner Harbor and Victoria International Airport.?Customers can book their tickets at KenmoreAir.com.

Aloha! Alaska Airlines announces daily service to Honolulu

Aloha! Alaska Airlines is celebrating more aloha with new nonstop service between Paine Field and Honolulu starting this fall ? the first flight connecting Paine Field and the Hawaiian Islands. Registration is now open for the Pacific Northwest Aerospace Alliance's annual Summerfest? on Thursday, June 22, beginning at?4 p.m. at Everett Community College's Aviation Maintenance Technician School at Paine Field. The school is located at?9711 32nd Pl, Everett (Building C-80).

Summerfest is a yearly networking event held by PNAA as part of its quarterly networking series.?At this event, attendees will network, enjoy food and drink with their peers, and have summer fun with aerospace leaders from around the Pacific Northwest.
