This weekly digest is a new method to communicate updates, initiatives and policy changes from the Aging and Adult Services Division (AASD) and Disability Services Division (DSD) in a simplified way. Audience:?Personal care service providers, including some waiver services, home health care providers, managed care organization (MCO) staff members and other interested parties

Effective date: Immediately

Summary: DHS no longer requires supervision (i.e., qualified professionals) of PCA (T1019:UA) to use EVV. This update streamlines EVV implementation for provider agencies and reduces confusion about required services.

Effective date: Immediately

Summary:?The 2023 Minnesota Legislature approved changes to the current customized living exception to the corporate foster care licensing moratorium in Minn. Stat. ?245A.03, subd. 7(a)(5). The Legislature also passed a session law to clarify that DHS may approve or deny corporate foster care moratorium exceptions before DHS approves a service provider?s HCBS license under Minn. Stat. Ch. 245D.

Summary:?DHS will adjust the federal mileage rate to 66 cents on July 1, 2023. This mileage adjustment applies to all HCBS waiver programs.

Summary:?Counties and tribal nations serving as delegate agencies gave DHS feedback about duplication of work in the revised MnCHOICES application. The items include the primary concerns of delegate agencies and helpful solutions when using the application.

Summary: DEED and DHS are among the state, regional and local organizations working together to raise awareness about the many employment opportunities now in home-, community- and facility-based care. The Follow Your Heart to a Caring Career campaign, which launched June 1, encourages anyone who wants to make a difference in the lives of others to consider employment that serves people with disabilities and older adults across the state.

Summary:?DHS makes regular updates to the case manager and care coordinator toolkit webpage to keep the resources current and applicable to your daily work. Notable recent resources added to the toolkit homepage include COVID-19 waiver modification resources and MnCHOICES implementation highlights. DHS also added a survey to the homepage to get your feedback about the website.

Summary:?DHS updated the AC and ECS eligibility worksheets because of annual updates to the federal income and eligibility standards. We also updated the titles of the ECS eligibility worksheets.

Effective date:?Feb. 1, 2023 (people currently on the DD Waiver); March 1, 2023 (new DD Waiver applicants)

Summary:?All people who request HCBS waivers must be eligible for Medical Assistance. This determination is the basis of eligibility to receive HCBS waiver services. DD Waiver applicants now require a Social Security Administration or State Medical Review Team determination of disability.

Summary:?DSD is seeking input from waiver case managers to gather information about the implementation and ongoing use of ICS, a new service available on the BI, CAC, CADI and DD waivers. The information you provide will help DSD make policy clarifications or changes and identify needed resources. We will hold focus groups on several dates and times. DSD policy staff will be available to provide resources and answer questions. We ask that you complete a short interest and availability survey if you are interested in attending.?
