A new article published in the Journal of the American Medical Association by scholars at the Williams Institute and UCLA’s David Geffen School of Medicine finds that state laws and policies banning gender-affirming care for minors include a range of penalties for physicians that continue to provide care. Penalties include medical license disciplinary action; legal action against physicians, which can include extending malpractice statutes of limitations; legal action by the state; and felony criminal charges.

Many of the laws also change standard practices around informed consent and define the “practice of medicine” to exclude medically necessary gender-affirming care.

** Los Angeles study finds most sex workers don’t know that carrying condoms cannot be used as evidence of sex work in California

California Senate Bill 233, which went into effect in January 2020, ensures that the possession of condoms or HIV prophylactics cannot be used as evidence to arrest or prosecute a person for sex work.

However, a new study of people engaged in sex work in Los Angeles County from the Williams Institute and the Southern California HIV/AIDS Policy Research Center finds that 80% of respondents were unaware of the law. In addition, about 80% carried condoms while working despite the perceived risk of criminalization.

This week, Distinguished Senior Scholar of Public Policy Ilan H. Meyer visited the Richard J. Donovan Correctional Facility near San Diego as part of the institution's Pride celebration. Organized by the mental health services department at RJD, UCI Professor Valerie Jenness, San Diego Pride, and Access to Prevention Advocacy, Intervention & Treatment (APAIT) in Los Angeles, the two-day event included presentations on LGBTQ history, information on services for LGBTQ people, and lectures, including a talk by Ilan on minority stress.
