In the past week, Governor Josh Green signed new gun safety and tobacco legislation that will help protect the health of children and families across our state.

On Friday, Governor Green signed two new gun safety laws, Act 52 which designates sensitive places where firearms will be prohibited statewide, and Act 53 which will provide active shooter training in public and charter schools.
“In observance of today’s National Gun Violence Awareness Day, I’m pleased to be signing these two bills,” Governor Green said, "as gun violence represents an urgent public health and public safety issue.”
Act 52 prohibits firearms in certain locations and premises, requires possession and disclosure of a license to carry, prohibits leaving an unsecured firearm in a vehicle unattended, prohibits carrying a firearm when consuming or being under the influence of alcohol or a controlled substance, and prohibits carrying or possessing firearms on certain private property without express authorization, among other gun safety provisions.
“Hawaii is currently one of the safest states in the nation with the second lowest rate of gun violence,” said Chris Marvin of the Everytown for Gun Safety Veteran Advisory Council. “This is not due to chance. We're safer because of sound public policy, and we must do everything we can to keep it that way and to protect our ohana and our people.”
Act 53 will provide active shooter training in public and charter schools statewide, requiring the Department of Education to develop and implement an active shooter training program in all public and charter schools.
“I never could have imagined a world in which our keiki would need to have active shooter training in school,” Governor Green said. “But given the very real threat, I firmly believe in providing this potentially life-saving education for our public and charter school students, to help make sure they get to go home to their families.”
On Tuesday of this week, Governor Green also signed Act 62 addressing the epidemic of youth vaping, which establishes the offense of unlawful shipment of tobacco products including electronic smoking devices and e-liquids.
“This new law is going to improve the health of our young people and will prevent damaging addiction to nicotine for many, many of our keiki," Governor Green said.
