This week, Heritage Action issued a Key Vote alert to all members of Congress warning against the debt ceiling suspension agreement. In a divided Congress, this deal will be one of the few significant bills that makes it to Biden’s desk, and so the failure to achieve more conservative policy reforms is a missed opportunity.
Debt Ceiling Deal - Americans Deserved Better
After nearly 100 days of refusing to negotiate, Biden finally sat down to talk business with Speaker McCarthy. McCarthy went into the talks with a strong hand as House Republicans had passed the Limit, Save, Grow Act to make significant spending cuts in exchange for a raise in the debt ceiling. Biden and the Democrats had nothing—they hadn’t even tried to put together a policy plan.
Realistically, conservatives knew concessions would be made, but unfortunately, the product of the negotiations was worse than imagined. Republicans got some—but very little—of what they asked for.
This agreement suspends the debt ceiling until 2025. It is expected to cause deficit spending of $1.571 trillion for fiscal year 2023, and a total of $20.3 trillion over the next 10 years. Yet the McCarthy-Biden deal includes only a $12 billion reduction in spending for FY 2024 with only $1.3 trillion in alleged cuts over the next 10 years which represents only 1.7% of total spending.
Let’s put this in perspective. <[link removed]>The median family income in America is $70,784. If that family spent like the federal government, they would spend:
- $19,879 more than what they earned in 2024.
- $276,000 more than what they earned over the next 10 years.
Congress titled this bill the “Fiscal Responsibility Act.” And only Congress could think this level of deficit spending is “fiscal responsibility.”
For these policy reasons, Heritage Action Key Voted against the passage of this bill.

Heritage Action has always advocated for fiscal responsibility. Unhinged deficit spending harms Americans by stunting economic growth and causing inflation. As American citizens sink deeper into credit card debt <[link removed]> just to pay for essentials like food and shelter, keeping the status quo is unacceptable.

Border Security Remains a Priority
Sen. Roger Marshall (R-Kan.) drafted an amendment to the debt ceiling suspension bill that would have included provisions for securing the border if it had passed. This amendment was modeled on the Secure the Border Act (H.R. 2) which was recently passed by Republicans in the House.
46 Senators voted in favor of this amendment. Why is this important? The strongest border security bill ever has huge support—not just from House Republicans—but from Senate Republicans too.

Headed into 2024, the contrast between elected Republicans and elected Democrats on this issue could not be more stark. Voters will have a real choice to make, and if the Senate swings just a couple of seats, there will be an opportunity to put a strong border bill on the President’s desk.
Congress does the right thing on student loans
The burden of debt cannot be “canceled”, it can only be transferred. Biden’s first student loan debt forgiveness plan is not only illegal, but would transfer about $400 billion onto the backs of the taxpayer which is entirely unjust to those who either worked their way through college to avoid debt, or chose not to attend college because of the cost.
Rep. Bob Good (R-Va.) and Sen. Bill Cassidy (R-La.) introduced a resolution to overturn this debt transfer scheme and save American taxpayers billions of dollars. It previously passed the House on May 24th. With Democrat support, it passed the Senate this week and now goes to Biden’s desk.
This represents an important step in protecting Americans from the administration’s regressive plan that would benefit upper-income earners and Biden’s base at the expense of working class Americans. Biden must put the interest of Americans ahead of his own political ambitions and sign this bipartisan resolution.

Biden's War on Gas Cars
The automobile is synonymous with American spirit and ingenuity. The open road is a symbol of American freedom and the American spirit.
And so it’s no coincidence that Biden’s latest regulation is a direct attack on that very symbol. The radical Left’s natural instinct is to destroy every traditional aspect of American culture.
At Biden’s direction, the Environmental Protection Agency (EPA) has proposed a rule that would impose “environmental” regulations so severe that it would ban current levels of gas vehicle production with the goal of growing electric-vehicle (EV) sales to make up 67% of all vehicles purchased by 2032 - a 11x increase from the 6% levels it was at in 2022.

This is an attack on our individual freedom to drive the car we want. It’s also an attack on the American economy and oil production here at home. Biden’s regulation would trade away good jobs in Texas and Oklahoma for lithium mining jobs in Communist China.
This is not what the American people want. If this proposal were introduced to Congress as a bill it would be voted down instantly. So Biden decided to circumvent Congress through the EPA. But the grassroots can make sure the government serves them, and not the other way around.
The rule is subject to a period of public comments before it can go into effect. Public comments are powerful ways of opposing regulations and are capable of delaying regulations or helping defeat them in court.
