My name is Daniela Ochoa Diaz and I’m the Associate Director of Public Policy at Physicians. I lead our legislative and advocacy activities, and work with our partners to track and analyze policies affecting reproductive health care.
I wanted to tell you about new rules imposed by the Trump administration that restrict visas for pregnant people—or people perceived to be pregnant—who the government suspects are traveling to the U.S. to give birth and obtain citizenship for their child.
These rules, which took effect on January 24, dehumanize and target people of color. They amount to government approved discrimination and perpetuate a culture of fear that threatens a person’s ability to feel safe finding medical care.
Our physician advocates mobilized to condemn these discriminatory rules:
- Board Member Dr. Ghazaleh Moayedi said in Newsweek, “Pregnancy is never a reason to bar someone from entering a country. Pregnancy is only the concern of the person who is pregnant, and if they choose, their family and health care providers."

- Current Fellow Dr. Mai Fleming told Supermajority News these rules effectively “strip the rights of people who are pregnant from visiting the U.S., to visit family, to see New York City for the time, to do any number of things tourists come to this country to do solely based on their pregnancy status.”

-Current Fellow Dr. Kelly Kirkpatrick pointed out in The Cut other potential and dire consequences of these rules, “As a doctor in the United States, I know the rates of intimate partner violence and abuse increase for pregnant patients; this makes me even more concerned for those who may be seeking asylum.”

At every opportunity, our advocates will continue speaking out and making it irrefutably clear these policies do nothing except add more barriers to obtaining health care.
It’s our goal to ensure everyone—no matter their pregnancy or immigration status—gets the reproductive health care they need.
