Senate HELP Hearing on Child Care 🍼: Independent Women's Forum President Carrie Lukas was a minority witness on today's hearing before the U.S. Senate Health, Education, Labor & Pensions (HELP) Committee on access to child care. Lukas has been vocal in cautioning policy makers against trying to push one-size-fits-all government-approved childcare centers, arguing that it would do more harm than good. From Lukas' testimony:
* Many parents face significant challenges related to accessing and affording child care, but many are also satisfied with their existing arrangements. In fact, a 2021 Bipartisan Public Policy Center survey found that two-thirds (66%) of families with a single parent or two working parents say they were using their ideal childcare arrangement in January 2020. That’s important because policymakers should seek to help those who need it, but also not disrupt arrangements that are working for parents.
* Critically, surveys also suggest that most parents do not prefer formal daycare settings. A 2022 report by the Bipartisan Policy Center and Morning Consult found that nearly six in 10 parents preferred informal child care over formal child care centers, even if formal care was free and in a convenient location. Most parents and Americans simply think that having family or family-like care is best for children.

This should caution against imposing one-size-fits-all government proposals like the Child Care for Working Families Act, which would heavily incentivize the use of institutional daycare — parents’ least preferred option. Read More ([link removed]) .

Our beloved colleague Claudia Rosett died Saturday night, at her home in upstate New York. Conversation and friendship are the most civilized of human endeavors, and Claudia was brilliant at both. She was a penetrating analyst of world affairs, and as a journalist she broke world-class stories. Jimmy Lai called her the single best journalist reporting the truth about what was going on in Hong Kong. The sorrow here at IWF—and other places touched by Claudia in her distinguished career—is almost palpable. Claudia was much admired and will be very much missed.

** Reclassifying Rhode Island’s Independent Workforce Could Cost the State Millions ([link removed])
------------------------------------------------------------
Workers across America — including Rhode Islanders — should be empowered to choose their work arrangements. But Rhode Island Senate Bill 430 takes a page from California’s controversial Assembly Bill 5 law that displaced countless freelancers from the workforce. If adopted, a sizable chunk of Rhode Island’s small business workforce would see their independent status jeopardized by the onerous ABC test used to determine employment status. ** K-12 Hybrid Learning is the New Parent Preference ([link removed])
------------------------------------------------------------
More parents want a weekly hybrid K-12 school model for their children. According to an EdChoice poll, if given the option, 59% of parents would prefer their children’s schooling occur one or more days each week at home with a parent or tutor. Of the 59% of parents, 11% prefer that all learning occurs at home. That leaves the rest, 48%, preferring a hybrid approach to learning for their children, combining on-campus and at-home learning days each week — ranging from one day a week at home to four days a week at home. The most desirable arrangement was two days a week at home, as indicated by 16% of parents, followed by three days a week at home, as indicated by 14%. Read More ([link removed]) .

Montana prohibited Google and Apple from listing TikTok in their app stores, effectively banning the popular video-sharing platform within the state. The legislation, entitled SB 419, specifies that TikTok “may not operate within the territorial jurisdiction of Montana.” It is the first state ban of its kind, though likely not the last.
