It’s no coincidence that he specifically targeted Harris County -- Texas’ most populous Democratic-majority and majority-Black-and-Latino county -- the same county that Texas Republicans spent the 88th Legislature passing laws to overrule their democratically-elected commissioners’ decision to centralize and professionalize elections in their county.
