On Thursday, June 1, you are invited to join Health Affairs Editor-in-Chief Alan Weil for the next installment of our Policy Spotlight series, featuring Carrie H. Colla, the outgoing Director of Health Analysis at the Congressional Budget Office.

The Health Analysis division analyzes a range of federal programs and policies that include Medicare, Medicaid, and subsidies provided through health insurance exchanges.

It produces reports on a range of policy issues -- the most recent one projecting health insurance coverage over the next ten years will be published this week in Health Affairs -- and plays a key role in certain estimates of proposed changes in health care programs.

A health economist, Dr. Colla came to CBO in August 2021 from Dartmouth College, where she was a professor.

She was also a member of the Physician-Focused Payment Model Technical Advisory Committee at the Department of Health and Human Services.

Her research has focused on the performance of health care systems, the effectiveness of payment and delivery-system reforms, disparities in care for rural patients, and improving the quality, accessibility, and cost of care for complex patients.

The centerpiece of the Health Affairs Journal Club meeting in June is, "Continuous Eligibility And Coverage Policies Expanded Children’s Medicaid Enrollment."

The authors of the study assessed the children’s Medicaid participation before and after enactment of the continuous coverage provisions of the Families First Coronavirus Response Act.

They found that while "both prior continuous eligibility states and new coverage states experienced increases in children’s Medicaid participation during the COVID-19 pandemic, the increase was significantly greater in new continuous coverage states."


On June 13, please join author Aditi Vasan of the University of Pennsylvania for a detailed discussion of the paper’s data, methods, and policy conclusions.
