Governments and NGOs from leading refugee resettlement countries will meet in Ottawa beginning Tuesday to discuss how to implement the three-year strategy on resettlement and complementary pathways unveiled by the UN High Commissioner for Refugees (UNHCR) last summer. Leaders will be convening in a resettlement landscape that looks drastically different than it did just five years ago.

Last year, almost half of the nearly 64,000 refugees resettled with UNHCR involvement were received by European countries, marking a dramatic increase in the share of global resettlement provided by Europe. This shift has been driven both by the growth of European resettlement programs—the number of resettlement places provided by European countries has more than doubled since 2014—as well sharp cuts in refugee admissions by the United States.

But it’s more than numbers that have reshaped the resettlement landscape. European resettlement programs also have become engines of innovation with the development of complementary pathways to protection and a new twist on the Canadian model of sponsorship of refugees by private citizens and community groups.

The result, as Migration Policy Institute (MPI) Policy Analyst Susan Fratzke and MPI Europe Director Hanne Beirens explain in a new commentary, is that Europe will have new ability to reshape the global resettlement agenda. Even as this presents both opportunity and responsibility, they write: “The question European and EU leaders thus face is what to do with their newfound resettlement muscle.”
