IMPORTANT UPDATE ON PREVIOUS REGULATIONS: Heritage Action grassroots activists submitted 24,000 comments on Biden’s Title IX rule last summer and another 15,000 comments on a follow-up rule last month. YESTERDAY, the Biden administration announced <[link removed]> they were delaying their rules to put boys on girls’ sports teams - an effort they have pushed to support the Left’s woke gender-ideology agenda. This delay is a BIG WIN and shows the power you have when you oppose Biden’s agenda with your public comments.
Debt Limit and Spending Negotiations
Speaker Kevin McCarthy is continuing his discussions with the White House. Let’s be clear, the only ones talking about a default on our national debt are Democrats. House Republicans have passed a solution—a bill that Senate Democrats refuse to even debate and consider.

The Limit Save Grow Act would offset a raise in the debt ceiling with common sense spending reforms:



- cuts spending, returning us to FY2022 levels
- creates budget caps to limit future spending growth
- rescinds unspent COVID funds
- rescinds the $70 billion for Biden’s new IRS agents
- reforms welfare
- repeals “green new deal” tax credits, and more <[link removed]>



Conservatives should seek a deal that includes these important policy solutions.

As of this writing no deal on a debt limit framework has been made. Those in the meeting have described the discussions as “productive” but conservatives are right to be cautious—it is clear that Biden will try to water-down needed spending reforms.

Whatever deal comes out of the discussions, it is essential that significant spending cuts are achieved in exchange for raising the debt ceiling. Failing to cut spending is simply failing to address the underlying problem that put our country in this situation to begin with.

State Updates: Wins for Life
Nebraska - Governor Jim Pillen signed LB 574 into law, a piece of legislation that defends the lives of the unborn starting at 12 weeks, and protects children from dangerous cross-sex hormones and experimental surgeries that remove or alter healthy body parts.
Heritage Action looks forward to continuing to work with the people of Nebraska to advance even more pro-life legislation as well as legislation that continues to protect minors from life-altering gender experiments.

South Carolina - Governor Henry McMaster signed into law S. 474 which protects unborn babies from abortion as soon as a heartbeat is detectable - approximately 6 weeks of gestation.
South Carolina now adds its name to the growing list of states protecting life including North Carolina, Florida, and Nebraska. We hope other states will follow suit and uphold the first and most important right.

Start your engines before Biden takes them...
Under Biden’s direction, the Environmental Protection Agency (EPA) has issued new regulations <[link removed]> that would squeeze gas powered and even hybrid cars <[link removed]> out of the market by imposing strict carbon emission standards.

If enacted, this regulation will require automobile manufacturers to cut carbon emissions on “light-duty vehicles” (cars, pickups, vans, SUVs) by 56% of current levels by model year 2032. <[link removed]>

The stated intention behind this rule is to increase electric vehicle (EV) sales to 67% of new vehicle purchases by 2032 from the current level of 6%.
Biden’s Gas Car Regulation will:



- Make cars more expensive
- Severely limit your ability to buy your choice of a gas-powered car
- Introduce government favoritism on a massive scale
- Act as a handout to the Chinese Communist Party which controls the overwhelming majority of rare-earth metal mining for EV batteries



As an independent agency regulation, it is subject to public comments for a period of time. Every unique and substantive comment must receive a written response from the administration before it can go into effect. These comments can also be used against the regulation in a court of law.

With enough pressure, the rule can be rescinded before it is even implemented.
