It’s official: Right-wing extremists in statehouses around the country are plotting their requests to convert Medicaid’s guarantee of health coverage into a lump sum from the federal government―breaking Medicaid’s promise in the process.

This Medicaid scheme has been a cornerstone goal of GOP policy for decades. It was in Paul Ryan’s “roadmap.” It was a key part of Trumpcare.

But now, having failed to pass Trumpcare, Donald Trump’s administration has chosen to enact this change unilaterally, bypassing Congress in an attempt to fundamentally redefine Medicaid.

This is a bad policy, explicitly designed to make Medicaid worse. But the scariest part is, if Trump can get away with bypassing normal order to fundamentally redefine Medicaid, why would he bother going through Congress when he decides to cut Social Security and Medicare in his second term?

Paying out Medicaid funds in this way forces states to think like insurance companies―denying care wherever they can.

Arkansas and Oklahoma have already begun submitting their requests. Other states may not be far behind. It’s up to us to stop this madness before it spreads to the rest of Medicaid and then to Medicare. We need Medicare for All to guarantee health care as a right, and this plan does the opposite.
