Since its original passage in 2017, SB 35 has become one of the state's most successful tools for promoting construction of dense, affordable, multifamily housing in existing communities with jobs, transit, and schools.
Following recent amendments, SB 423 will extend the provisions of SB 35 to 2036; currently, the law sunsets in 2025 – which means we need SB 423 to pass to protect one of our best tools for addressing the worsening housing shortage and affordability crisis at the end of 2025.
SB 35 has led to the streamlined approval of over 11,000 homes statewide, most of them subsidized homes affordable to low-income families, and dramatically shortened the timeline for getting desperately-needed new affordable and mixed-income housing on the market.
SB 35 has shortened development timelines and gotten homes built faster – serving thousands of families in need of safe, stable, affordable housing.
That's why we sponsored SB 423, to ensure the provisions of SB 35 continue to make it faster and easier to build affordable and mixed-income, multi-family homes in our cities. SB 423 not only preserves, but expands on the provisions of SB 35 to better encourage mixed-income projects and create new labor standards that guarantee good wages for construction workers.
