I'd like to share some important information for Georgia's Thirteenth Congressional District. 

House Passes Key Labor Protections Legislation
Yesterday, my colleagues and I voted in favor of H.R. 2474, the Protecting the Right to Organize (PRO) Act to strengthen collective bargaining rights and labor protections across the nation. In Georgia and in right to work states across the country, workers are struggling to make ends meet, even as corporate profits continue to rise.  The PRO Act strengthens labor protection laws by requiring employers to post notices in the workplace on workers’ rights and responsibilities, authorizes monetary penalties of employers who violate labor laws, and provides federal remedies to employees who faced retaliation from employers in relation to union activity or collective bargaining.

Congressman Scott Introduces Historic African-American Apprenticeship Bill
This week, I introduced H.R. 5748, the Jobs, On-the-Job ‘Earn While You Learn’ Training, and Apprenticeships for Young African Americans Act of 2020.  As the state of U.S. infrastructure continues to decline, apprentices are equipped with the necessary skills to lead the modernization of U.S. infrastructure. My bill directs the Department of Labor to work with labor unions and civil rights organizations to actively recruit and hire young African-American men and women in apprenticeship programs, increasing economic opportunities in underserved communities and advancing infrastructure development.

Congressman Scott Introduces Legislation to Increase Cancer Research
On Thursday, I introduced H.R. 5794, the Endometrial Cancer Research and Education Act, which would provide $500,000 to support endometrial cancer research at the National Institute of Health (NIH) each year from FY 2021 to FY 2023. This bill would also create an Endometrial Cancer Public Education Program at the Centers for Disease Control and Prevention (CDC) to inform healthcare providers about rising rates of endometrial cancer, risk factors, and a comprehensive list of available treatments for endometrial cancer. Endometrial cancer is 4th most common cancer among women, after breast, lung, and colon cancers, and disproportionately affecting women between the ages of 55 and 64. According to the American Cancer Society, about 65,620 women will be diagnosed with endometrial cancer this year, and African American women are 2.5 times more likely to die of endometrial cancer than women of other racial and ethnic backgrounds.

Congressman Scott Highlights Importance of Financial Education
At a hearing Thursday before the House Financial Services Committee, I encouraged CFPB Director Kathy Kraninger to prioritize financial education programs as a key part of consumer protection.  As our financial system grows increasingly complex, it is more important than ever that consumers of all ages have the tools they need to navigate the costs of college, homeownership, and retirement.  To view my full remarks, click here.

HomeSafe Georgia Deadline Approaches
  Earlier this week, I joined the news team at WSB-TV Atlanta to get the word out about HomeSafe Georgia. For Georgia homeowners who are underwater or behind on mortgage payments, there are only a few weeks left to submit applications for mortgage assistance.  HomeSafe Georgia, a federally-backed program launched in 2011 to help homeowners stay in their homes after the mortgage crisis, still has $10 million in funding that is available for distribution. But the window for assistance will close at the end of March.  Eligible applicants may receive up to $50,000 in mortgage assistance, but applications must be received by Tuesday, March 31^st to be considered.  For more information on HomeSafe Georgia, click here.

2020 CBCF Scholarship Application Cycle is Open
Each year, my wife Alfredia and I are proud to award Congressional Black Caucus Foundation (CBCF) scholarships to students who demonstrate leadership ability through exemplary community service and academic talent. To date, we have awarded $195,200 in CBCF scholarships to 107 exceptional students from Georgia’s Thirteenth District.  The 2020 CBCF Scholarship Application cycle is now open and accepting applications for the following scholarships: CBC Spouses Performing Arts Scholarship, CBC Spouses Visual Arts Scholarship, CBC Spouses Education Scholarship, United Health Foundation Louis Stokes Scholarship, and CBC Spouses Essay Contest. 2019 Assistance to Firefighters Grant Program - To enhance the safety of the public and firefighters with respect to fire and fire-related hazards.

Community Policing Development (CPD) Program - To advance the practice of community policing by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

Law Enforcement Mental Health and Wellness Act (LEMHWA) Program - To improve the delivery of and access to mental health and wellness services for law enforcement through training and technical assistance, demonstration projects, and implementation of promising practices related to peer mentoring mental health and wellness programs

Preparing for Active Shooter Situations (PASS) Program - For scenario-based training that prepares officers and other first responders to safely and effectively handle active-shooter and other violent threats.

School Violence Prevention Program (SVPP) - A competitive program that provides funding directly to States, units of local government, Indian tribes, and its public agencies to be used to improve security at schools and on school grounds in the jurisdiction of the grantee through evidence-based school safety programs.

COPS Anti-Methamphetamine Program (CAMP) - A competitive grant program that advances public safety by providing funds directly to state law enforcement agencies to investigate illicit activities related to the manufacture and distribution of methamphetamine.

Anti-Heroin Task Force (AHTF) Program - A competitive grant program that assists state law enforcement agencies in states with high per capita levels of primary treatment admissions for both heroin and other opioids.
