Weekly Newsletter from the Office of Congressman Andrew Garbarino If you were forwarded this email, click here to subscribe An update from the office of Congressman Andrew Garbarino SPOTLIGHT Andrew's Pro-Police bill Passes House During Police Week This week, the House of Representatives voted to pass Andrew's bill, H.R. 2494 - The POLICE Act of 2023, with a bipartisan vote of 255-175. As the border crisis rages on and assaults against law enforcement officers continue to rise, this legislation sends a crystal clear message that any non-citizen who commits acts of violence against police should be subject to deportation. The POLICE Act is about improving officer safety and making it easier to remove migrants who have demonstrated flagrant criminal violence while on U.S. soil. Andrew has urged the Senate to take up the POLICE Act without delay to show our men and women in law enforcement that Congress has their backs as they continue to battle the border crisis. ANDREW IN THE NEWS Senate votes to repeal Washington, DC soft-on-crime police reform bill " The Senate voted Tuesday to nullify a soft-on-crime bill introduced by Washington, DC, council members that would have changed rules governing use of force and officer misconduct — the second time in recent weeks Congress has overridden district lawmakers on public safety legislation. The upper chamber voted 56-43 to repeal the Comprehensive Policing and Justice Reform Amendment Act of 2022, which the DC Council passed in December. Democratic Sens. Joe Manchin of West Virginia, Jon Tester of Montana, Jeanne Shaheen of New Hampshire, Catherine Cortez Masto of Nevada, Maggie Hassan of New Hampshire and Jacky Rosen of Nevada all voted for the repeal, along with independents Angus King of Maine and Kyrsten Sinema of Arizona...D.C. Police Union Chairman Gregg Pemberton said in March that the [DC Council] bill was 'dangerous' because it 'destroys collective bargaining rights of MPD police officers, eviscerates due process, reduces less-lethal options for law enforcement during a riot, and further contributes to the critical staffing crisis that is plaguing the Metropolitan Police Department (MPD) today.' The House passed the bill 229-189 in April, with fourteen Democrats joined Republicans in support. Rep. Andrew Clyde (R-Ga.) and Rep. Andrew Garbarino (R-NY) introduced the measure in March days after the Senate blocked another controversial DC crime bill that would have lowered some penalties for violent crimes such as carjackings and armed robberies. WHAT'S NEW IN NY-02 Andrew Speaks At WEDIL Annual Legislative Breakfast On Friday, Andrew joined Women Economic Developers of Long Island (WEDLI) for their annual legislative breakfast alongside Congressman LaLota to discuss their priorities in Congress, challenges facing Long Island, and opportunities for economic growth. They took questions and had a productive conversation with attendees about the issues that are top of mind for the business community on Long Island. Andrew Joins With NY Rangers For Youth Hockey Clinic This week, in collaboration with the New York Rangers, NYPD Hockey, and Assemblyman Jarett Gandolfo, Andrew organized a youth deck hockey clinic at Oregon Middle School. Sports help kids stay active and teach them the value of teamwork. Thank you to all involved for an incredible day for over 100 middle schoolers. KEEPING UP WITH CONGRESS Homeland Security Committee Marks Up Several Bills To Improve National Security This week, Andrew participated in a full Homeland Security committee markup, where he voted to pass the Open Source Software Act of 2023, a bill he cosponsored, out of committee. The committee voted to pass 4 four additional bills with Andrew's support, including the Unmanned Aerial Security Act, the Countering Weapons of Mass Destruction Extension Act of 2023, the DHS Cybersecurity On-the-Job Training Program Act, and the First Responder Access to Innovative Technologies Act. Andrew Meets With Breast Cancer Advocates Andrew met with the National Breast Cancer Coalition (NBCC) this week to discuss his bill, H.R. 549, the Metastatic Breast Cancer Access to Care Act, and funding for the Department of Defense Breast Cancer Research Program (DoD-BCRP), which he led an Appropriations letter to secure. Breast Cancer disproportionally affects Long Islanders and Andrew is committed to fighting for resources to battle this horrible disease. Andrew Raises Concerns Over Home Loan Rate Hikes Andrew participated in a Housing & Insurance Subcommittee hearing entitled, "The Current Mortgage Market: Undermining Housing Affordability with Politics" on the Federal Housing Finance Agency’s recent changes to its loan level pricing adjustments, which would drive up housing costs for all Americans.
