He’s among the new breed of decline-to-prosecute prosecutors whose elections have been funded by George Soros (and his political machine). The uber-wealthy agitator is determined to use his multiple billions not to advance society but disrupt it. So far, it appears Soros’ efforts are paying off.

Consider California’s last flirtation with a single, government-run healthcare system – Senate Bill 562, which passed the state Senate in 2017. The Democratic-controlled State Assembly never even scheduled a vote on the measure, which lacked any revenue-raising mechanisms despite calling for roughly $400 billion in annual spending — more than double the state budget that year.

Yet both approaches would continue the troubling trend of ballot box budgeting. When elected officials of both parties fail to make budget choices that reflect the priorities of taxpayers, citizens groups routinely use the initiative process to enshrine their preferred spending into law. The most famous is the landmark 1988 California ballot measure Proposition 98, which locks into the state budget spending for education of at least 40 percent of the General Fund annually.
