Since last winter, ALW has been investigating the facility, uncovering dogs kept in horrific, squalid conditions without food, water, or medical treatment until the days of the auctionwhich occur three times per week, year-round.

These types of auction houses are hidden from the public's and government's eyeacting as the middleman between dog meat farms and consumersand are able to operate due to a legal loophole. S. Korea's Animal Protection Act explicitly indicates operators selling companion dogs must have a valid license and be inspected by the authorities; however, there are no safeguards in place for dogs that are considered "livestock" and slaughtered for consumption.

In order to unify the conflicting status of dogs, which are viewed in S. Korea as both "companion animals" and "livestock", the S. Korean government must pass MP Pyo Chang-won's proposed amendment to the Animal Protection Actwhich would outlaw the slaughter of dogs and cats for meat.
