After the Secure the Border Act, and in the midst of discussions over the debt ceiling and spending, conservatives on Capitol Hill are searching for the best ways to deliver more wins for the American people.

But while conservatives have been busy in Washington DC, grassroots activists have also been turning out victories on the state level.
State of Play on the Hill
Debt Ceiling and Spending - As of this writing, House Speaker Kevin McCarthy is actively engaged in discussions with President Biden over the debt ceiling and federal spending levels. The policies in the Limit, Save, Grow Act <[link removed]> remain the best path forward:



- Limit Federal Spending
- Save Taxpayer Dollars
- Grow the Economy
- Prevent a default on the federal debt



This bill is the only solution that a chamber of Congress has voted on and passed.

The American people know what many in Congress seem to forget: spending and debt are two sides of the same coin.

Securing the Border - The Secure the Border Act passed the House of Representatives last week, fulfilling a major part of House Republicans’ Commitment to America. <[link removed]> Now it’s time for the Senate to follow the lead set by House Republicans and vote on a robust border security package. Of course, Democratic Senate Leader Chuck Schumer is fully opposed to giving this bill a vote. However, Americans will get a chance to weigh in themselves when they vote in 2024.

By passing the Secure the Border Act in the House, the current Republican majority has succeeded where past Republican Congresses have failed. They have proven their willingness to send a very strong and robust border security package to the desk of any President who will sign it. Voters changed who controls the House in 2022 and they can make that change to the Senate in 2024.

And voters want a secure border. Heritage Action polling found that 75% of independents and even 53% of Democrats in swing districts want stricter enforcement of our border security laws:

Continued Wins at the State Level
Texas - Texas’ legislature passed SB 14 - a piece of legislation that protects children from medical harm by banning the practice and recommendation of experimental surgeries and cross-sex hormones that irreversibly damage the bodies of children.

Texas has joined a growing number of states that are protecting children from the Left’s spreading of gender ideology that has become so extreme and creates huge profits for the medical industry at the expense of children.
Heritage Action applauds the passage of SB 14 and looks forward to Governor Abbott’s signature on the bill.

Arizona - In a move to protect minors from the Left’s predatory gender ideology, and boost transparency within school systems, Arizona’s legislature passed SB 1001 prohibits public school employees from referring to students by pronouns or names inconsistent with their biological sex without the express permission of the student’s parent/guardian.

This ensures that students are not “socially transitioned” by school officials without their parents’ knowledge. <[link removed]>

Pressure must now be focused on Governor Hobbs to sign SB 1001 into law.

Arizona - Arizona passed another bill that has now been sent to Governor Hobbs’ desk. HB 2416 would take critical steps to protect the online data of government workers, state contractors, and public universities by prohibiting phone applications like TikTok that collect data accessible to hostile foreign powers like the Chinese Communist Party.
Bills like this need to be passed across the nation to continue to buffer our defenses against data theft by foreign actors.

Oklahoma - In a major win for the education freedom movement, Oklahoma’s Legislature passed HB 1934 - a bill that would expand Oklahoma’s school choice program by extending refundable tax credits to families with children who are homeschooled or attend private schools.

In a statement released after the bill’s passage, Executive Director of Heritage Action, Jessica Anderson wrote “Oklahoma families deserve the right to send their children to the education institutions that best fit their individual needs. Every child has unique learning abilities they should be allowed to explore without the constraints of a one-size-fits-all curriculum.”

Heritage Action looks forward to Governor Stitt’s signing of the bill into law.

North Carolina - Governor Roy Cooper of North Carolina vetoed pro-life bill SB 20 which protects the lives of babies after 12-weeks of gestation. In response, North Carolina’s legislature showed their resolve and overrode Governor Cooper’s veto, thus making the 12-week protection law.
Heritage Action looks forward to continuing to work with the grassroots to pass even stronger protections for mothers and their babies across the nation until every life is protected.
