On Wednesday night, the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (CCP) gathered for our third hearing, focusing on the economic and innovation competition between the United States and the CCP. As Ranking Member of the committee, my focus is on working with my colleagues to identify solutions to protect our country and its people from the unfair competitive and trade practices used by the CCP while enhancing our competitiveness in the global economy.
The People’s Republic of China now leads in 37 of 44 technologies that are considered important for the future of our world, including 5G, nanoscale manufacturing, and drone technology. This statistic, along with several other concerning data points, should serve as a wake-up call for our country. The moment to act isn’t in ten years or five years or even next year: we need to act now. I look forward to continuing our committee’s work to ensure the United States is prepared to handle the variety of challenges posed by the CCP.

Last week, I joined together with a group of colleagues from both parties to announce our intention to continue to push for legislation to be brought to the floor of the House that would ban Members of Congress from owning, buying, and selling individual stocks. Restoring faith and trust in our government is not a matter of party. Overall, three-quarters of voters support prohibiting members of Congress from trading stocks while serving in office. This support holds true across partisan lines, with 70 percent of Democrats, 78 percent of Republicans, and 80 percent of independents in favor of a stock trading ban. Members of Congress’ first priority should be their constituents, not their portfolios. Over the last two months, I introduced two separate bills surrounding this issue: the bipartisan Restoring Faith in Government Act, and the bipartisan and bicameral Ending Trading and Holdings in Congressional Stocks (ETHICS) Act. Both these efforts would ban Members of Congress and their spouses and dependents from owning, selling, and trading individual stocks. I call upon House and Senate leadership to take up these bills and help restore trust and integrity to our Congress.
