CHBA BC Hosts In-Person Conversation with BC Ministers on Government's Housing Plan

On Friday, during the Association’s provincial meetings, CHBA BC will host an in-person event with three BC Government ministers to have a discussion regarding the Province’s housing plan with our Board of Directors, committee members and local executive officers.
We will welcome the Hon. Ravi Kahlon, Minister of Housing; Honourable Josie Osborne, Minister of Energy, Mines and Low Carbon Innovation; and Honourable Anne Kang, Minister of Municipal Affairs to talk about the action that the government is taking - and, perhaps, not taking — to address the province’s housing and climate change priorities.
We’re looking forward to circulating details of the discussion to our membership after the event.

Decarb Lunch: The New Zero Carbon Step Code

BC’s new Zero Carbon Step Code has arrived! As of Monday May 1, 2023, municipalities across BC now have a new regulatory tool they can use to target emissions. Although it’s the finish line for the Province’s Building and Safety Standards Branch, it’s a starting line for the building industry. There will be some challenges to overcome on the road to achieving the highest step of the ZCSC by 2030.
For our next Decarb Lunch, we’ve invited the Province’s Building and Safety Standards Branch to present the ZCSC. We’ve also invited a seasoned homebuilder of high-performance homes to elaborate on the challenges and potential solutions to reach the top step of the ZCSC. We’ll be co-hosting the webinar with the City of Victoria - the first municipality in BC to adopt the ZCSC (before it even came into effect) and to require buildings to meet the highest step no later than Nov 1, 2024.

Province Unveils New Process for Skilled Trades Certification

Following input from industry stakeholders and partners, SkilledTradesBC is accepting applications for more trades to be certified. B.C. businesses, labour organizations, industry associations, Indigenous organizations and communities that work or have an interest in the trades may apply to SkilledTradesBC for their trade to be designated.
SkilledTradesBC will evaluate applications based on specific criteria that will align with existing regulatory frameworks and similarities to existing certified trades. SkilledTradesBC will then make recommendations to the Province for trades to be considered for skilled trades certification.
Applications are open until June 30, 2023. Trades identified through the new process for skilled trades certification are expected to be announced in spring 2024.

Technical Safety BC Seeks Feedback on Proposed Fees for 2024-2025

Technical Safety BC is inviting stakeholders to participate in its fee consultation process and provide feedback on proposals for 2024-2025 fees.
To keep fee increases at a minimum, Technical Safety BC is closing underused offices, reducing operating budgets, and eliminating multiple roles. However, to allow the organization to continue advancing the safety system and maintain essential staffing levels, it is proposing to increase general fees by 7% in 2024 and 4% in 2025.

CHBA Wraps Up Successful Day on the Hill

CHBA leadership and delegates from across the country met with over 45 Ministers, MPs, and other officials during last week’s CHBA Day on the Hill. The event allowed CHBA delegates to speak directly to parliamentarians on the issues surrounding housing supply and affordability, reiterating CHBA’s key priorities from the Association’s continuous, year-round consultations with federal government officials.
In addition to the meetings we previously detailed in last week’s newsletter, the team B.C. delegation also met with Tracy Gray, MP for Kelowna-Lake Country and Shadow Minister for Employment, Future Workforce Development and Disability Inclusion, Brad Vis, MP for Mission-Matsqui-Fraser Canyon, Frank Caputo, MP for Kamloops-Thompson-Cariboo.
