Responsible governmental unit decision: Negative (no EAW ordered). The RGU originally noticed a positive decision on the need for an EAW on April 25th.? Project description: HAS Capital Advisors, LLC is proposing to construct a residential development on 82.7 acres in Owatonna, MN. The Project includes 324 residential units: 162 single-family detached, 24 single-family attached, 66 townhouses and 72 multi-family. Construction will also include internal roadways, stormwater infrastructure, and utilities.

Project description: MnDOT, in coordination with FHWA, is providing notice of the Scoping Document and Draft Scoping Decision Document (SD/DSDD) for the Hwy 252/I-94 Project (SP 2748-65). The purpose of the Hwy 252/I-94 Project is to improve the safe and reliable movement of people and goods across multiple modes on and across Hwy 252 and I-94 between Hwy 610 in Brooklyn Park and North 4th Street in Minneapolis. The SD/DSDD summarizes public engagement activities completed to-date; describes alternatives studied in scoping; identifies a set of proposed alternatives that will be further evaluated in the Environmental Impact Statement (EIS); and identifies social, economic, and environmental issues that will be evaluated in the EIS.

Hermantown Business Park
Location: Hermantown, St. Louis County Process: Alternative urban areawide review (AUAR) Step: Draft order for review End of comment period: June 15, 2023
Project description: The proposed maximum development scenario would construct a business park consisting of buildings with a combined area of up to 942,000 square feet. Project components include construction of commercial, warehouse/office buildings, parking areas, access roads, sanitary sewer and potable water services, and stormwater management ponds. Portions of the AUAR Study Area are currently used for light industrial, storage, and open space.

Highland Bridge AUAR Update
Location: Saint Paul, Ramsey County Process: Alternative urban areawide review (AUAR) update Step: AUAR update available End of comment period: May 31, 2023
Project description: The City of Saint Paul has determined that an Alternative Urban Areawide Review (AUAR) Update is required for Highland Bridge (formally referred to as the Ford Site). The AUAR study area encompasses four parcels totaling approximately 139 acres in Saint Paul, Minnesota. The University of Saint Thomas, in cooperation with Ryan Companies US, Inc., is proposing to develop a portion of the study area south of Montreal Avenue into new ballfield facilities.
