The killer of unhoused Jordan Neely was charged with manslaughter.

Daniel Penny, the man who killed unhoused Jordan Neely on a Manhattan subway car, has been charged with second-degree manslaughter after surrendering himself to police this morning. Penny, 24, could face up to 15 years in prison if he is found guilty.
