This week, I can report on new investment in local schools and GP surgeries, progress in tackling the post-pandemic backlog in our hospitals, and an update on crime across Elmbridge - including my campaign to tackle the scourge of bike thefts at local railway stations.

Plus, I called for new, legally binding targets to tackle night-time aviation noise from Heathrow Airport, as part of the government's ongoing review of night flight rules.

In the constituency, I met with the new Chief Executive Officer of PA Housing to discuss how we can work together to improve outcomes for social housing tenants across our area.

Highest real terms spending on schools in history

From this week, every state school in Esher and Walton constituency can expect to receive a cash boost to invest in extra resources – totalling £2,266,299 across all state schools in the constituency.

A typical primary school will receive approximately an extra £35,000 and secondary schools can expect to receive around £200,000.

Schools can choose how to invest the extra funding; however, it is primarily expected to support salary uplifts for teachers and teaching assistants and help with increased running costs, school trips and learning materials.

The boost means that school budgets are rising by £3.5 billion next year - the highest real terms spending on schools in history. School funding is set to rise faster than forecast inflation in both 2023/24 and 2024/25.

£240 million for GPs to end the "8am rush" for appointments

Visiting Glenlyn Medical Centre in January 2023. Glenlyn Medical Centre's new cloud-based telephone system went live in April, allowing patients to hang up and receive a call-back when it's their turn to speak to a receptionist.

This week, the government announced £240 million investment to improve access to GPs and end the “8am rush” for GP appointments.

This funding will support GP practices in migrating to modern telephone systems to help manage patients more efficiently.

In April, Glenlyn Medical Centre in East Molesey launched one such system. Their new cloud-based phone system will allow patients to leave the queue for an appointment and receive a call back when it’s their turn to speak to a receptionist, increasing flexibility for patients.

In a further boost to primary care, £645 million is being invested into helping pharmacies deliver a greater number of services, freeing up to 10 million GP appointments and improving patient choice.

Earlier in the year, ** I announced that there were now 19% more GP patient care staff ([link removed])
in Esher and Walton constituency compared to 2019 levels. This means there are more doctors, nurses, pharmacists, healthcare assistants and physiotherapists working in GP surgeries in the constituency than before the pandemic.

As part of Our Plan for Esher and Walton constituency, I am supporting the redevelopment of Molesey Hospital.

Moving from General Practice to our hospitals, NHS data published yesterday show that the number of patients waiting 18-months or longer for elective treatments has fallen by 90% since 2021.

Despite record winter pressures in 2021-22, there has been strong improvement in waiting times for elective treatments following disruption caused by Covid-19. The NHS also delivered a record 2.3 million diagnostic tests and checks in March 2023 – up more than 128,000 on the previous monthly record.

Locally, as part of Our Plan for Esher and Walton constituency, I will work to increase the number of GP appointments and reduce waiting times by supporting the redevelopment of Molesey Hospital, and by expanding the range of care and services at our local community hospitals and GP practices.

Reducing noise from Heathrow night flights

Night noise has been a longstanding issue for my constituents and can have a severe impact on health and quality of life.

The government is consulting on new rules to govern night flights from Heathrow Airport. I have called for the new night flights regime to go further than ever before, with:

* Legally binding targets to reduce the negative impact of aviation noise on my constituents.

* Local authorities to have more say in holding Heathrow to account on meeting these targets.

* Stronger enforcement to protect my constituents from operators flouting the night flight rules.

I had a productive meeting with the British Transport Police, Surrey Police, and South Western Railway (SWR) discussing our efforts to tackle bike thefts at local railway stations.

Following a string of recent bike thefts, I raised the concerns of local commuters with PC Michael Thompson from the Elmbridge neighbourhood policing team, senior officers from British Transport Police, and Mark Lever from SWR.

The meeting took place at Walton-on-Thames station, where I successfully secured additional CCTV in the bike storage area back in January in a joint campaign with Police and Crime Commissioner for Surrey, Lisa Townsend. Read our joint letter below:

I am also working with the police to ensure victims of bike theft feel supported through every stage of the investigation process.

At the start of this year, the Elmbridge policing team arrested three young men from London on suspicion of stealing bikes from the Walton bike shed.

I would like to thank Surrey Police, British Transport Police and South Western Railway for their renewed efforts to tackle bike thefts and keep our community safe.

Back in April, I joined Surrey MPs and Surrey Police and Crime Commissioner, Lisa Townsend, in April to welcome the new Surrey Police Chief Constable, Tim De Meyer, to the role.

This follows the news that there are more police officers than ever before in Surrey Police history - and 490 more than there were in 2010. This means record numbers of officers are working to keep Esher and Walton constituency safe.

Surrey Police has recruited 395 additional officers since 2019. 295 of these were recruited as part of the government’s manifesto commitment to recruit 20,000 additional officers, which was exceeded in March this year.

I look forward to working with Chief Constable De Meyer and Lisa Townsend to tackle crime in Esher and Walton constituency.

Today, I met with the new Chief Executive Officer of PA Housing, Michael McDonagh, to welcome him to the role and to raise issues on behalf of local residents living in PA Housing accommodation.

In March this year, I launched a PA Housing survey with the aim of helping social housing tenants across Esher and Walton constituency secure improvements to their homes. Please find a link to this form below.

Since then, hundreds of PA tenants have written to me seeking help with property repairs, maintenance issues, and for advice with moving home. I am in constant communication with PA Housing regarding these cases and continue to keep residents informed.

I would like to thank Michael for taking the time to meet with me. I look forward to working with him to secure better outcomes for PA Housing tenants in my constituency.
