*Skagit County Commissioners Approve 2023 Docket

On Monday, May 8, the Skagit County Board of County Commissioners established by resolution [ [link removed] ] the 2023 Docket of Proposed Policy, Code, and Map Amendments. The Growth Management Act provides that each comprehensive land use plan and development regulations shall be subject to continuing review and evaluation and requires Skagit County to annually accept petitions for amendments or revisions to the Comprehensive Plan.

Skagit County received five timely petitions and two deferred petitions from previous dockets to amend the Comprehensive Plan, Comprehensive Plan Map, or development regulations. By Skagit County Code 14.04.080, deferred petitions must be brought forward from the previous docket cycle for consideration on the current docket. The two deferred petitions from the 2021 and 2022 Dockets were LR20-04 and LR22-02, both regarding Fully Contained Communities. An additional eleven amendments were proposed by the Planning and Development Services (PDS) Department.

PDS released these proposals, along with its docketing recommendations, for public review and comment on April 6, 2023. The Board held a public hearing on April 24 and took written comments through April 27. For each proposal, PDS provided a summary of the proposal, analysis against the docketing criteria, and staff recommendations. Of the proposals submitted for consideration, twelve have been included on the 2023 Docket:

* C23-2: Qualified Professional Definition
* C23-3: OSRSI Allowed Uses Amendment
* C23-4: Master Planned Resort Designation
* C23-5: Fire Marshal Code Amendment
* C23-6: Temporary Manufacture Homes Title Notice Requirement
* C23-7: Flow Sensitive Basin Rules
* C23-9: Primitive Campground Definition Amendment
* C23-10: Countywide Planning Policies Update
* C23-11: General Code Language Clean Up
* LR23-01: Dunlap Rural Reserve Rezone
* LR23-03: Bayview Ridge Light Industrial Rezone

The following proposals were excluded from the docket:


* C23-8: Wind Turbine Use Amendment
* LR20-04: Skagit Partners Fully Contained Communities (Pt 1)
* LR22-02: Skagit Partners Fully Contained Communities (Pt 2)
* LR23-02: Chavda Rural Center Rezone
* LR23-04: Cummings Rural Intermediate Rezone
* LR23-05: Rural Business Use Amendment
