Using funds generated by polluters, lawmakers finalized a budget that allocates two billion dollars from the Climate Commitment Act (CCA) to support bold actions that protect people and nature as one. This includes everything from electrifying short-haul trucks to helping working families install heat pumps in their homes.

Now, we are turning to the details of how this groundbreaking polluter-pay law functions. One of the key issues going forward is if, and how, our state might become part of a larger carbon market with California and Quebec. This is called ‘linkage’ or linking the markets together.

The law directed regulators to consider whether linking with other jurisdictions could be beneficial for the program. When the CCA was being hammered out, we took pains to applied lessons from other programs, including those in California and Quebec. Our law has provisions that others do not, such as ensuring that those who suffer most from pollution benefit from CCA and that there is a strong reduction requirement in how much pollution is allowed overall.

Right now, the state Department of Ecology is determining whether or not connecting, or linking, our carbon market would be benefit you and me future generations.
