Watch and call in to the Senate committee hearing on SCA 4 to Repeal the Death Tax

Thank you for your phone calls and advocacy to help advance Senate Constitutional Amendment 4 (SCA 4) to Repeal the Death Tax and restore the right of parents to pass property to their children without a tax increase.

We're excited to tell you that there will be a hearing in the Senate Governance and Finance Committee tomorrow, Wednesday, May 10, starting at 9:30 a.m. 

If you're in the Sacramento area, you can attend in person: The hearing will be held at 1021 O Street, Room 1200.

You can also watch online at the Senate's website. Check the committee's website at http://sgf.senate.ca.gov for the link, or check https://www.senate.ca.gov/calendar for the live stream.

Please call in and express your support for SCA 4. Here's how.

Senate Committee on Governance & Finance call-in information for hearing on Wednesday, May 10, 2023:

Please note: In order for your testimony to be heard clearly, you must mute any devices you are using to live stream the committee hearing prior to calling into the teleconference service. Please do not testify using speakerphone or bluetooth, this can cause acoustic feedback and make it very difficult to hear your testimony. 

Upon calling in, you will be placed in a “waiting room” where you will be muted but you can listen to the committee hearing as you wait.

When a committee moves to public comment, a moderator will ask for anyone who is wishing to testify in “Support” or “Opposition” of the bill to please press 1-0.   You should press 1-0 when you are prompted by the moderator. When you press 1-0 on your phone, you will wait and an operator will assign you a line number, at that time you will be placed in the queue for identification.  Remember your line number, the moderator will call out that number to identify YOU when it is your turn to testify.  OF IMPORTANT NOTE: If you press 1-0 a second time, you will remove yourself from the queue and you will not be identified to testify. Every time you press 1-0 you either put yourself “In queue” or take yourself “out of queue” so listen carefully, and press 1-0 only once when you are prompted by the moderator.

When you are successfully in the queue, with your assigned line number, the moderator will call out your line number, open your line, and at that time you may address the committee. You must have your own phone unmuted before you begin testimony.

It's not too late to call your own representatives and urge them to become co-authors of SCA 4. You can look up their names and contact info at
findyourrep.legislature.ca.gov. Even if you have already called, a polite follow-up call to ask if they'll become co-authors will be very helpful.

Please ask your friends and neighbors to call, too. SCA 4 affects every California family — not just homeowners, but many renters, too. Family-owned apartment buildings that are reassessed to market value after a death in the family may have to be sold because the new tax bill is unaffordable.

No family should ever be taxed out of the property their parents worked so hard to acquire.

P.S.  SCA 4 could be on the ballot as early as March 5, 2024, if we make enough phone calls to persuade two-thirds of the Legislature to vote yes. It’s not impossible — in 1986, the nearly identical measure that became Proposition 58 passed the Legislature unanimously. So please call your representatives and urge them to co-author SCA 4 to protect California families! Look up their names and contact information at findyourrep.legislature.ca.gov. Thank you!
