The 2023 Arms Control Association Annual Meeting

Reducing Nuclear Threats in a Time of Peril 

June 2, 2023 • National Press Club, Washington, D.C.


We are pleased to announce that President Biden’s National Security Advisor, Jake Sullivan, will address our conference on Friday, June 2.

Sullivan will detail the President’s vision for heading off nuclear weapons competition, advancing nuclear arms control and nonproliferation measures, and reducing the risk of nuclear use. His keynote remarks come shortly after the May 19-21 Summit of G-7 Leaders in Hiroshima, Japan, the site of the first atomic bombing.

Our conference, which will run from 9am to 4pm, will include expert panels that will explore four critical issues:
• "Preventing a Three-Way Nuclear Arms Race”
• "Reducing Nuclear Risks and Reinforcing the Taboos Against Nuclear Use and Threats”
• "The Iranian Nuclear Crisis: Is There a Diplomatic Plan B?"
• "Risk and Regulation of AI in Nuclear Command and Control"

Confirmed speakers are:

• Tong Zhao (Program on Science and Global Security Program at Princeton) 
• Jon Wolfsthal (former senior director for arms control and nonproliferation at the NSC)
• Lynn Rusten (Nuclear Threat Initiative)
• Morton Halperin (former senior official on arms control and defense matters in the Johnson, Nixon, Clinton, and Obama administrations)
• Amy Woolf (Atlantic Council)
• Rebecca Davis Gibbons (University of Southern Maine and co-chair of the Beyond Nuclear Deterrence Working Group at the Harvard Project on Managing the Atom) 
• Ali Vaez (International Crisis Group)
• Kelsey Davenport (Arms Control Association)
• Dylan Willams (J Street)
• Helen Toner (Georgetown Center for Security and Emerging Technology)
• Paul Dean (U.S. State Department)
• Chris Meserole (Brookings Institution)

Our other keynote address will be delivered by Ambassador Alexander Kmentt, director of disarmament, arms control, and nonproliferation at the Austrian Ministry of Foreign Affairs and president-designate of the first meeting of the states-parties to the Treaty on the Prohibition of Nuclear Weapons.
