Good evening, John – There is a dirty little secret in Austin. Among “Republican” strategists and lawmakers, there is a big incentive to “almost” win. In fact, there is big money to be made in “coming close” to solving problems and enacting reforms. Back home, they can tell voters that the dastardly Democrats killed the issue (or issues!) – hoping no one understands that the structure of the Legislature means Democrats only kill what the Republican majority allows them! The Austin sewer counts on Texans be uninformed about how state government works. Campaign consultants and lobbyists con their way into securing more money to “fight the Democrats”. Meanwhile, conservatives wonder why their priorities are treated as afterthoughts. I’ll give House Speaker Dade Phelan credit for this: he made no secret about his intentions and plans. He has spent several years establishing a record of opposing conservative legislation. You know all of this because you read the Texas Scorecard.
