The authors of the study found that since the 2017 introduction of regional
spending into the Medicare Shared Savings Program (MSSP) benchmarks, participation incentives were radically altered, favoring the participation of Accountable Care Organizations and practices with lower baseline spending in their region compared to others. These changes suggest additional costs for the program, and the need for reforms.

ASPR is the office leading the nation's medical and public health preparedness for, response to, and recovery from disasters and other public health emergencies.
Prior to being sworn in as the ASPR, Ms. O’Connell was the Senior Counselor for COVID-19 to HHS Secretary Xavier Becerra. Before coming to HHS, she was Director of the US office of the Coalition for Epidemic Preparedness and Innovations’ (CEPI).
At CEPI, she was responsible for managing the broad spectrum of CEPI’s US and North American interests including its relationships with US and North American-based stakeholders, government entities, and industry partners. Earlier in her career, Ms. O’Connell was a top aide to former US Representative John
Spratt, (D-SC), who was chairman of the House Budget Committee.

In 2016, Health Affairs convened a "Health Equity Summit" with more than two dozen leaders from philanthropy and academia to examine the research and gaps in knowledge on reducing inequities in health care.
That meeting was the start of a years-long effort by Health Affairs to drill down on these topics and has resulted in multiple thematic issues of the journal and innumerable individual studies, culminating in the 2020
launch of the Health Affairs Health Equity program.
In February 2023, leaders of the Health Affairs Equity and Digital teams published a study in the journal, Learned Publishing, detailing its efforts to change how health policy research may perpetuate inequities.
On Tuesday, May 23, you are invited to join us for a "Lunch and Learn" event at which manuscript authors and guests will discuss the journal’s Health Equity journey and share with the audience lessons learned during this process.
The session will be hosted by University of California Davis Professor Michelle Ko, a member of the Health Affairs Health Equity Advisory Committee, and feature Tulane University Assistant Professor Andrew Anderson, a
recentgraduate of the Health Affairs Health Equity Fellows Training (HEFT) program.
