Application of the City of Torrington (Torrington or the City) for authority to decrease its Power Cost Adjustment (PCA) factor by $0.000202 per kWh, setting the applicable mechanism at ($0.002318) per kWh, and to adopt an Avoided Cost rate of $0.043293 per kWh, applicable to customers outside the City's corporate limits, effective April 1, 2023, through March 31, 2024.
