We have big news – SB 423 passed out of the Senate Governance and Finance Committee!
And there's more. The California Councils of Laborers and the state's Conference of Operating Engineers, a key union of construction workers, announced their support for SB 423. Members of those unions, along with members of the Nor Cal Carpenters and Southwest Mountain States Carpenters, showed up in big numbers for the committee vote this week.
With growing support among construction workers for SB 423, along with the favorable committee vote, this pro-housing bill has strong momentum.

California needs to pull out all the stops to build as much housing as possible. That’s why we sponsored SB 423, which will make it faster and easier to build mixed-income, multi-family homes in our cities. SB 423 expands on the provisions of SB 35, which led to a boom in the construction of subsidized affordable housing across our state.
SB 35 has been one of the state’s most successful tools for accelerating construction of subsidized, affordable, multifamily housing in existing communities, near jobs, transit, and good schools.
Since it was enacted in 2017, SB 35 has led to the streamlined approval of over 11,000 homes statewide, most of them subsidized homes affordable to low-income families. It has dramatically shortened the timeline for getting desperately-needed new affordable housing on the market.
SB 423, introduced this year by Senator Wiener, will make provisions of SB 35 permanent. Without it, California risks losing one of our best tools for addressing the worsening housing shortage and affordability crisis.
SB 423 also expands the provisions of SB 35 to create stronger incentives for mixed-income housing, and includes new labor standards that guarantee good wages for all construction workers.
We're excited by the growing support for SB 423 among construction workers and in the state capitol. But the League of California Cities is also ramping up its own efforts to stop SB 423. We know they're going to flood Senate offices with messages against this bill. We need your help to let Senators know where Californians actually stand – in support of SB 423.
