Greetings Relatives, 


Just after TC Energy (formerly TransCanada) announced it is set to begin construction on the Keystone XL pipeline as soon as next month, South Dakota Governor Kristi Noem filed a revival of House Bill 1117, also known as the South Dakota Riot Boosting Bill. This bill, like the 2019 “Riot Boosting Act” it replaces, is meant to silence land, sky and water protectors, and suppress any protectors from reviving the Water is Life movement that the world watched at Standing Rock.


Climate chaos is happening right now in our communities. Instead of silencing the justified dissent of vulnerable people, our elected leaders should be penalizing polluters and advocating for a just transition to protect South Dakota’s natural resources. 


Currently, HB 1117 is in the House State Affairs Committee. Indigenous communities throughout Oceti Sakowin need you to call the Committee members and tell them to VOTE NO on HB 1117!

My name is _______ and I would like the Representative to VOTE NO on HB 1117 in the House State Affairs Committee.  HB 1117 is targeting vulnerable communities impacted by climate change. As fires rage across the world and we see increased refugee migration rates due to climate chaos, it’s critical that our elected officials protect our natural resources. They should aid those who seek to protect resources and penalize polluters who poison our water, land, and sky.
According to the U.S  Environmental Protection Agency, in the past century, South Dakota  will warm by one to two degrees due to climate change. Climate change will directly impact  South Dakota’s agriculture, city planning, and development as well as the tourism industry. 


Please tell the Representative to VOTE NO on HB 1117.
