This week, Capitol Hill advanced some of the most important legislation that will come out of this 118th Congress. It is clear that Heritage Action and our grassroots members have been able to effectively move the needle and advance the positions of conservative grassroots in the nation’s capital.

Last year, Heritage Action identified the approaching $31.4 trillion debt limit as an opportunity to pass sensible spending and regulatory reforms instead of continuing the dangerous trajectory of federal spending that Washington is so accustomed to.

Since January, Heritage Action has laid out the details of the issue at hand and outlined a series of specific policy solutions including:

  • Capping spending levels at FY 2022
  • Making systemic reforms and cutting wasteful spending on bloated programs
  • Implementing pro-growth regulatory reforms

After months of your advocacy, the House not only introduced the Limit, Save, Grow Act (a bill that meets all Heritage Action’s criteria) but they also PASSED it 217-215!

This bill addresses three important issues, while ushering in over $4.8 trillion in savings and pro-growth reforms:

  1. Debt Default: It raises the debt limit in order to dodge a default on the debt.
  2. Inflation: It addresses inflation by reducing spending to pre-COVID levels
  3. Growth: It addresses the sluggish economy by implementing reforms and repealing restrictive economic regulations

Its passage demonstrates that conservatives can take strong positions on behalf of the people.

In a statement from Heritage Action Executive Director, Jessica Anderson she writes:

“To avoid a default, greater inflation, and more economic chaos, the Senate must immediately bring up this spending reform package in its current form. Majority Leader Schumer and Senate Democrats must put the financial future and well-being of our country ahead of their own political priorities and aspirations”

Biden and the Democrats have offered nothing. Only House Republicans have offered and passed a solution to the economic and financial problems we face: debt, spending, and inflation. It’s time for Majority Leader Schumer and Senate Democrats to do what is right for Americans by scheduling a vote to pass the Limit, Save, Grow Act as it is written.

Another Key Vote Win!

The Democrats’ so-called Equal Rights Amendment (ERA) of 1972 was a wolf in sheep's clothing. But that wolf has been chased away.

The ERA was a proposed constitutional amendment that claims to enshrine equal protection under the law on the basis of sex, but in reality would have disastrous impact on pro-life causes by creating new legal grounds for both a national “right” to abortion and required taxpayer funding of abortion.

Furthermore, Congress deeming this ERA ratified would have been unconstitutional, as Congress does not have any authority to ratify Constitutional amendments. Once Congress proposes an amendment (as it did with the ERA in 1972), the only way that an amendment can be ratified and added to the Constitution is if three-fourths of the states (currently 38) agree to do so. Democrats’ attempts to circumvent the Constitution this week was an incredibly dangerous partisan scheme.

Heritage Action included the ERA as a Key Vote, meaning that the way Senators voted on this bill will affect their overall score. Fortunately, the ERA requires 60 votes to pass, and was unable to garner the support it needed, thanks to your advocacy.

Border Security Markup in Homeland Security Committee

Last week, parts of a new border security package moved through the Judiciary Committee for markup. The particulars of the bill were debated and amendments were offered and voted on during this process.

This week, the second half of the package was taken up by the Homeland Security Committee. The current package builds on the successes of the Trump Administration and would help to end the historic border crisis caused by President Biden’s lawless immigration policies. The package includes provisions that would:

  • Cement into law the “Remain in Mexico Policy” which requires illegal immigrants trying to enter the country to remain in Mexico, not the United States, for the duration of their immigration proceedings
  • End Catch and Release
  • Resume the construction of the border wall
  • Provide additional support and resources for Customs and Border Patrol (CBP)
  • Mandate E-verify as a way of ensuring a lawful workforce
  • And much more…

Heritage Action will continue to work on this border security package to make sure the common sense provisions we fought for remain in it.

Protection of Women’s Sports - For the second time, the Biden administration has issued a rule that would rewrite Title IX to force boys into women and girls’ sports teams.

Executive Director of Heritage Action, Jessica Anderson was quoted in the Washington Examiner explaining “If this regulation is implemented, it would force schools to allow men to compete against women and girls in fear of violating Title IX, and at the risk of losing their federal funding”.

Regulations such as this are subject to a period of public comments. The Administration is legally required to respond to every substantive and unique comment and cannot implement the rule until it does. These comments can also be used against the administration in the future when the rule is challenged in court.

The first time Biden tried to rewrite Title IX, public pressure forced the Biden administration to delay rewriting Title IX in sports. It is time to do it again and block Biden’s second attack on the integrity of women and girls’ sports.

Socializing Credit Scores - A recent rule from the Federal Housing Finance Agency (FHFA) would upend the housing market by increasing mortgage rates for borrowers with higher credit scores, and lowering mortgage rates for borrowers with lower credit scores.

Biden’s new policy is a redistributive tax on responsible, hard-working Americans. A responsible homebuyer with a credit score of 740 and a 15%-20% down payment will face an upfront 1% surcharge—a jump from just 0.25% previously. Additionally, their long-term mortgage rate increases nearly a quarter percentage point. All in: on a $400,000 loan, the change means an increase of $3,000 in closing costs. If financed over 30 years at a 6% mortgage rate, that buyer could see an $18 increase to their monthly payment, amounting to $10,800 over the life of that loan.

Heritage Action’s Vice President of Government Relations, Ryan Walker was quoted by the Washington Examiner saying “While inflation and the national debt steal money from the pockets of Americans President Biden wants to add fuel to this fire by attempting to force Americans with low-risk credit scores to subsides lower rates of high-risk borrowers”

In response, Rep. Andy Biggs (R-Ariz.) has introduced legislation that would overturn the FHFA rule. So far there are 30 cosponsors for this legislation.
