** Gap between poorer and richer councils has widened, research finds
Poorer councils have experienced deeper cuts to their core spending power than richer ones, new analysis has found, prompting a fresh call for reform of local government funding.
The Special Interest Group of Municipal Authorities (Sigoma) looked at the real-terms cut in core spending power for local authorities over the last 13 years and found that on average the poorest 10% of councils in England had a funding cut of 28%.
Meanwhile the richest 10% of councils saw their funding drop by 10% between 2010-11 and 2023-24.
Sigoma said the disparity was down to reforms which increased the reliance on council tax and retained business rates and is now calling for local government finance reform to be a priority.
Speaking to LGC, Sir Stephen Houghton (Lab), chair of Sigoma and leaders of Barnsley MBC, said “grant dependent councils have been hit hardest” with those with smaller council tax bases less able to plug gaps.

** Scotland: Argyll and Bute calls on Scottish Government to ban disposable vapes
A motion calling for the ban received unanimous support at the full council meeting on Thursday.
The decision was taken after Dr Tim Allison, NHS Highland director of public health and policy, said vaping was a “risky path” for young people to take.
He was questioned on the subject as he gave his annual report to the council.
Dr Allison said: ”I think it is a very risky path to go down, certainly an unwelcome path, potentially exposing young people and children to addiction to nicotine.
“We should support efforts to stop vaping by young children.”
Councillor Ross Moreland, Policy Lead for Climate Change and Environment Services, presented a motion which received unanimous support today.
He asked the council to urge the Scottish Government to implement a ban as soon as possible.
Quoting figures from Action on Smoking and Health, he said vaping among the 11-17 year old age group doubled over the last year.
And added that this is likely due to the growth of cheap, disposable vapes.
Seconding the motion, Councillor Math Campbell-Sturgess said: “A matter like this is an issue for the whole of Scotland. I have been contacted by councillors from across Scotland saying they have heard what we are doing in Argyll and would like to do the same.
“These devices have no place in Argyll and Bute and no place in Scotland.”

** Massive vape crackdown is announced for Australia: Here's what's set to be banned
A massive vape crackdown will be announced in the next couple of weeks as the health minister attempts to curb a 'new generation of nicotine addicts'.
The regulations will include a ban on flavours, plain packaging similar to cigarettes, and tighter restrictions on imports to tackle illegal smuggling into the country.
Health Minister Mark Butler said that e-cigarettes are clearly aimed at children with flavours like bubble gum, and research finding one-in-six high-schoolers say they have tried vaping.
The full list of regulations will be confirmed in the May budget.
Mr Butler said that he would welcome recommendations from the Therapeutic Goods Administration to help prevent more minors from picking up the habit.
'The TGA has recommended pharmaceutical packaging. So not these pretty ones with pink unicorns on them. It would be plain flavoured,' Mr Butler said.

The Mental Health and Smoking Partnership has published a new resource which sets out 7 tips for helping smokers with mental health problems quit. It has been developed by Rethink’s expert by experience Hannah Moore and is based primarily on the inpatient experience although is also relevant to community mental health services. Each tip is also accompanied by advice from mental health experts and professionals.
