Personalized Outreach And Marketplace Enrollment
In this month’s Health Affairs, Andrew Feher and colleagues share their findings from two large-scale randomized controlled trials during the 2021 and 2022 coverage years in Covered California, California’s Affordable Care Act Marketplace.

The authors conducted trials to examine the effects of low-cost, personalized outreach efforts to uninsured people who were eligible for zero-premium cost-sharing reduction (CSR) silver plans through the Affordable Care Act (ACA) Marketplaces.

"The trials were designed to increase awareness of low-cost coverage options and to simplify the enrollment decision by highlighting the most generous cost-sharing reduction (CSR) silver plan for which a household was eligible," the authors explain.

Feher and colleagues find that the trials increased Marketplace enrollment across the two experiments before and after the introduction of zero-premium plans in the state.

"Personalized ‘You could enroll in a Silver 94 health plan with no monthly premium’ letters and emails increased enrollment, CSR silver plan take-up, and $1 per month or zero-premium CSR silver 94 plan take-up," they report.
