At the Gala, we will present PRI’s 2023 Baroness Thatcher Liberty Award to PRI Board Chairman Clark S. Judge, managing director of White House Writers Group and speechwriter and special Assistant to both President Reagan and Vice President George Bush. The award is presented annually to an individual who has championed the principles of freedom and personal responsibility in their professional or personal lives.

Founder and chairman of Laffer Associates, an economic research and consulting firm. Dr. Arthur Laffer has distinction in many publications as “The Father of Supply-Side Economics.”
Dr. Laffer was a member of President Reagan’s Economic Policy Advisory Board for both of his two terms (1981-1989) and was a founding member of the Reagan Executive Advisory Committee for the presidential race of 1980. He also advised Prime Minister Margaret Thatcher on fiscal policy in the UK during the 1980s. In 2019, Dr. Laffer was awarded the Presidential Medal of Freedom.
Dr. Laffer currently sits on the board of directors or advisors of a number of private and public companies and has authored numerous books including An Inquiry into the Nature and Causes of the Wealth of States (Wiley 2014) and Taxes Have Consequences: An Income Tax History of the United States, released by Post Hill Press in September 2022.

Founder and managing director of the White House Writers Group, Inc. He is board chairman of California-based Pacific Research Institute and board member of the Eisenhower Foundation in Abilene, Kansas.
At the White House Writers Group, he has advised some of the world’s most prominent corporations in meeting their strategic and communications challenges in the U.S. and elsewhere. For political clients he has written many nationally televised speeches, primarily during presidential campaigns. He has provided communications advice in support of numerous cases before the United States Supreme Court. Mr. Judge served as Speechwriter and Special Assistant to both President Ronald Reagan and Vice President George Bush.
Mr. Judge has written extensively on U.S politics, the international financial crisis, health care reform, the current state of the U.S. and global economies, and global security issues. Among the publications in which his work has appeared are the Wall Street Journal, Financial Times, NYTimes.com, among others,and has been interviewed on major broadcast and cable news outlets in the U.S. and globally.
