As of January 1, 2020, non-medical cannabis became legal to possess and use for residents of Illinois who are 21 years and older. Illinois, the first state to pass legislation around non-medical use of cannabis, has joined 10 other states in legalizing it. This new law outlines specific guidelines regarding the possession and consumption of non-medical cannabis use, and how using this substance can affect adults, pregnant and breastfeeding mothers, and teenagers. To address the law, the Illinois Department of Human Services (IDHS) has launched a communications campaign, “Let’s Talk Cannabis Illinois,” to provide a clear and objective source of information about legal cannabis use, and the safety and health implications of use.

Regulating alcohol outlet density is an effective strategy to reduce underage drinking as well as excessive alcohol consumption for those of legal age. Reducing outlet density is limiting the number of outlets that sell/serve alcohol in a geographic area. Capturing the data is an important step for regulating the number and location of outlets. Data can be collected by doing an environmental scan as well as analyzing your Illinois Youth Survey data on Retail Access. Several communities in Illinois have successfully put ordinances into place to regulate alcohol outlet density. The Alcohol Policy Resource Center at Prevention First is here to assist you, your coalition, and your community identify the issues as well as how to pass a successful ordinance.  If you have any questions, please contact Kellie Henrichs or Jody Heavilin.

Communities with local ordinances that address underage alcohol purchase, possession, and consumption provide law enforcement with an easier and more effective method of enforcement than relying solely on the State Statute. Additionally, the adoption of a local Minor is Possession ordinance sends a message to the community, and to youth, that youth alcohol use is unacceptable and can serve to change community norms regarding underage drinking. During this webinar participants will review the purpose of Minor in Possession laws and ordinances, review Statewide Illinois Youth Survey results, identify the various types of Minor in Possession Statutes, and learn how to engage appropriate partners in the process.
