Dear Friend, It’s been over 50 years since Congress passed Title IX of the Education Amendments, which was a game changer for female athletes and women’s rights. The passage of Title IX was a promise to women across the nation that they would no longer be denied the right to fair competition in athletics and the classroom. Before this landmark legislation was signed into law women made up just 9% of college athletes – today that number has risen to almost 45%. Have you ever wondered why men and women don’t compete against each other in sports? Both science and women’s rights have come a long way in the past 50 years, but even back then, scientists knew that men and women were built differently from each other. These biological differences give men a competitive edge over their female counterparts – putting women at an unfair disadvantage when facing off against males. Those are the facts, and we’ve already seen the results. In the past few years since left-wing progressives began advocating to allow men to compete in women’s sports, over 20 biological men have won national or international competitions or championships in the women’s category. When men decide that they identify as women, it doesn’t magically erase those biological differences. Studies have shown that years after transitioning these biological men still retain a 12% competitive edge over women. It’s pretty simple: Biological men have no business competing in women’s sports. And it's inspiring to see so many female athletes standing up for that principle. Despite all the science and evidence, the Biden administration has decided to move forward with a rule that would gut Title IX and double down on this attack on women and girls. That’s why this week, House Republicans went to bat for women and girls by passing the Protection of Women and Girls in Sports Act. This bill would ensure that school athletics comply with the Title IX recognition of a person’s biology and genetic makeup that they were born with. Unfortunately, House Democrats decided to deny the science and vote against this commonsense measure, backing President Biden’s plans to rig the game against countless female athletes across the nation. Campaign funds bankrolling another spouse?
This week, we learned that another House lawmaker may be taking advantage of a loophole in our campaign finance rules by reportedly shelling out thousands of dollars in campaign funds to her husband. It’s just the latest in what is unfortunately a long list of examples of Members of Congress (from both political parties) exploiting a gap in the law to effectively launder political donations into personal funds. It’s cynical, it’s wrong, and it’s exactly why so many Americans have such a negative view of Congress. Representatives should serve their constituents; they shouldn’t game the system to turn running for office into a family enrichment scheme. That’s why I recently introduced the Oversight for Members And Relatives Act, or OMAR Act for short. This legislation would put an end to the unsavory practice of candidates tapping their campaign war chests to boost their family bank accounts. It’s a commonsense step we can take to restore public confidence in our democracy by making it illegal for elected officials to use their positions for personal gain. This week the House Judiciary Committee approved a comprehensive border security measure that will help get control of the immigration chaos that President Biden unleashed more than two years ago. I am pleased to report that this long overdue bill included legislation I authored to crack down on widespread abuses of “parole” powers by the Biden administration. Telegram readers may recall that “parole” is a very limited authority that permits immigration officials to admit individual aliens to the United States for urgent humanitarian reasons on a limited, case-by-case basis. This would include, for example, a child from a developing country seeking cutting-edge medical treatment that might only be available here in America. Here’s the problem: Parole was designed to open a narrow avenue for individual foreigners to temporarily enter our country based on their own unique, extenuating circumstances. Unfortunately, President Biden has flagrantly abused it, converting that narrow avenue into a permanent open borders superhighway in a craven attempt to circumvent our laws. It’s an issue I have been talking about for a very long time – and one that we must get a handle on if we are going to secure our country. You can read more about the overall bill here. Congratulations to Dagmar Beckel, Peter Wise, and Casey Haugen of Chetek-Weyerhaeuser for being named the Seventh District’s 2022 Congressional App Challenge winner. These three were inspired to create their app, Campaign Simulator, when one of their moms ran for school board. I was able to welcome these students to Washington as they got to demo their app in Congress this week. Do soft-on-crime policies lead to more gun violence?
The answer is unequivocally yes, but don’t take my word for it. Take it from the New Yorkers who are living it every single day. Click here to listen to Madeline Brame, the mother of a U.S. veteran whose son was fatally beaten and stabbed nine times in New York City detail how unsafe the city has become. Ms. Brame never received appropriate justice for her son’s murder. Instead, Manhattan DA Alvin Bragg lessened the charges for two of her son’s killers. The pro-criminal policies of some of the far-left are a key driver in the surge of violent crime in major cities across the country. That’s why this week, the House Judiciary Committee went to the Big Apple to highlight the real-life results of these dangerously misguided policies. During this fact-finding hearing, a Democrat New York City Council Member testified how they are “losing people by the tens of thousands to safer cities.” But it isn’t just New York. Milwaukee is listed as one of the top 15 most dangerous cities in the U.S., thanks in no small part to the failed progressive policies of Milwaukee County DA John Chisholm. That’s why at the hearing, I urged Chairman Jim Jordan to come to Milwaukee next to hear from crime victims in our home state. You can watch those remarks below, but one thing is certain, the Democrats’ soft-on-crime policies and defund-the-police agenda make our nation less safe and lead to more violence.

Natural Resources
National Park Service, or Nancy’s Park Service?
This was an eventful week in the Natural Resources Committee, starting out with a Federal Lands Subcommittee hearing on Tuesday. We had the National Park Service Director, Chuck Sams, appear before us to discuss the implementation of the Great American Outdoors Act (GAOA) and the growing deferred maintenance backlog for our land management agencies. Despite signing the GAOA into law in 2020 and investing $9.5 billion a year since to address our deferred maintenance backlog, it has grown from around $22 billion in 2019 to $38.6 billion in 2022. The National Park Service’s backlog alone has increased $10 billion since the GAOA was passed. One reason for this is that a large sum of the funds have gone to San Francisco, with Nancy Pelosi’s district alone receiving a whopping 24% of this year's deferred maintenance funds. We also had the Secretary of the Interior, Deb Haaland, come before the full committee to discuss the Department of the Interior’s budget request for this year. I asked Secretary Haaland, whose department oversees the Bureau of Indian Affairs, a few questions about the unfortunate situation playing out in Lac du Flambeau. You can see her response to my questions here. I also asked the Secretary about “Nancy’s Park Service" as a follow-up to the hearing a day prior. These are issues that I will continue to investigate and get answers for my constituents and the taxpayers of America.
District Update
Recognizing Wausau-area businesses Last week, I was honored to attend the Greater Wausau Chamber of Commerce’s 2023 Small Business of the Year Awards where I got to present certificates to this year’s winners. A special congratulations to Patriot Auto Repair for being named the Small Business of the Year Award in the Business-to-Consumer category, as well as Never Forgotten Honor Flight in the Charitable Non-Profit category. I thank both these small businesses for the integral part they play in Wausau and the surrounding communities.

National Rural Electric Cooperative Association
This week, I had a great time meeting with the National Rural Electric Cooperative Association (NRECA). We were able to discuss the important work that House Republicans have done to protect American energy, like passing H.R. 1, the Lower Energy Costs Act, and what that means for the electric cooperatives that they advocate for. Associations, like the NRECA, are important for ensuring access to electricity in rural communities across the district. It was nice to see so many Wisconsinites in Washington! Drug Take Back Day

On April 8th, tragedy struck our community when Cameron Police Officer Hunter Scheel and Chetek Police Officer Emily Breidenbach tragically lost their lives in the line of duty. While there are no words to express the loss our community has felt for these fallen heroes, I believe a picture can speak a thousand words. I want to thank everyone who attended the funeral of Officer Scheel and Officer Breidenbach this past weekend. Our community has truly been a leading light during this tragic time, and the outpouring of support and love for our law enforcement officers was put on display this past Saturday. Military Service Academy Day this Saturday
Tomorrow, I will be hosting my 2023 Service Academy Day in Merrill from 10 AM to 1 PM. Registration will begin at 9:30 AM at the Northwoods Veterans Post. Students and parents will be able to hear from representatives of all five military branches and familiarize themselves with the application and nomination process for applying to each of the U.S. service academies.
