According to U.S. Customs and Border Protection, migrant encounters along the southern border in March 2023 were down 23% compared to March 2022. Additionally, Operation Blue Lotus has resulted in seizure of more than 5,000 pounds of fentanyl in its first month of enactment.
The March 2023 monthly operational update shows that our border enforcement measures are working. As Ranking Member of the House Appropriations Subcommittee on Homeland Security, I will continue to advocate for more resources, personnel, and smart technology at our southern border to ensure CBP is able to carry out its mission efficiently and effectively.

I heard testimony from Acting Director of U.S. Immigration and Customs Enforcement (ICE) Tae Johnson in the House Appropriations Subcommittee on Homeland Security. ICE plays a crucial role in combatting cross-border crime and human trafficking, especially along our southern border. As a border Representative, I see firsthand the importance of ICE and how they serve our border communities. I will continue to work with Acting Director Johnson to secure our southern border.

I also heard testimony from Federal Emergency Management Agency (FEMA) Administrator Deanne Criswell. When disasters hit, like hurricanes or wildfires, FEMA is first on the ground to get back life back to normal. I look forward to continuing our work with FEMA and Administrative Criswell for effective and efficient responses to disasters in South Texas.

I joined the City of Laredo for the San Enrique Affordable Elderly Housing Project's ribbon cutting. I helped secure $474,000 for the project that will convert 2 existing homes into 4 new, affordable housing units. These quality homes will each have a full kitchen, washer and dryer, bedroom and bathroom, a parking space, and a gated backyard to ensure its senior tenants live comfortably. I will continue to fight to expand housing opportunities for all Laredoans.

I attended the Northeast Partnership's (NEP) April meeting in Universal City. It is important that we continue to work together at the local, state, and federal level to ensure that Guadalupe County continues to prosper.

I also attended the groundbreaking for the construction of the new Rio Grande City Public Safety Building and Emergency Shelter. I secured a $2,509,264 federal earmark that will cover approximately 35% of the $7,100,000 project. The shelter will consolidate police, fire, and emergency dispatch services in a single facility, provide emergency shelter provisions, training for first responders, and act as a centralized hub for first responders to coordinate in the event of an emergency.

I announced a $660,000 federal earmark for the Zapata County Sheriff's Department Headquarters. The funding will support upgrades to the headquarters with the addition of interview rooms, an evidence room, a records room, and an expansion of available workspace. Additionally, the funding will also support new technology and equipment for the patrol room, investigators aisle, and basic equipment and furniture upgrades for support staff.

I participated in the 2023 Poteet Strawberry Festival Parade. A more than 75-year old tradition, this live music and entertainment festival serves the local Atascosa County community and is supported by countless volunteers that put in hours of hard work. A big thank you to all the sponsors and the entire community for making this year’s festival another success.

I visited the Nuevo León side of the Laredo-Colombia Solidarity International Bridge with State of Nuevo León Regional Development Secretary and Port of Colombia Director, Marco Antonio Gonzalez. The Governor of Nuevo León, Samuel Garcia, has made a commitment to make the port of Colombia one of the safest and most efficient land ports along the U.S./Mexico border though significant investments in security and infrastructure. This transformational project will bring numerous economic benefits to both South Texas and Nuevo León.

I visited Honore Ligarde Elementary School in Laredo for career day. I had the opportunity to talk to students about my upbringing, my work as their Representative in Washington, and the importance of furthering their education. Thank you to Principal Erika Ramirez and Assistant Principal Laura Jasso for the invitation. I had a great time!

Keep Laredo Beautiful (KLB) is a non-profit organization established by the City of Laredo. The organization was born from a concept within the City’s strategic plan in the early 2000s that stated: “create and implement a comprehensive plan for a trash-free city.”

I joined Fox and Friends Weekend to discuss issues at our southern border, including the growing influence of China and Russia in Latin America. We must do more to prevent the Chinese and Russians from gaining a foothold in the Western Hemisphere. That means strengthening our diplomatic relationships with Latin American countries.
