Dear Friends and Neighbors,

 

The Legislature reconvened last week after returning from break in observance of Passover / Resurrection Day. There are now approximately five weeks remaining prior to the constitutionally required adjournment of the MN Legislature.

 

Prior to the legislative break, budget bills to fund all of state government for the next two years passed out of the various committees. The next step in the budget process is for the various omnibus bills that passed out of the committees prior to the break to be brought to the Full Senate Floor to be passed. The Democrat majority started that process last week with several of the funding bills.

DEMOCRAT ARROGANCE ATTACKS THE PRESS

As the weeks and months of the current legislative session ticked by, Democrats have increasingly become arrogant and bullies in their behavior due to their Democrat majority trifecta. The Democrat arrogance is observed in the Democrats’ repeated rejection of compromise, reasonableness, and common sense proposals by Senate Republicans and the 49% of Minnesotans Senate Republicans represent. Another incident of Democrat arrogance occurred between House Democrats and the Press and was the subject of a public letter released last week by a coalition of news media organizations. During a February 9, 2023 press conference on the free school lunch bill, House DFL leaders had trouble explaining to the media which students would be eligible for free lunches and how the state plan would work with current federal spending. After ten minutes of Q&A, DFL staff announced they would take only one more question. Reporter Peter Callaghan of MinnPost objected saying, “No, we can take several more questions, we’re trying to understand this bill.”

 

What happened next is chronicled in a remarkable letter sent to the DFL House Caucus signed by almost every media outlet. According to the letter, after the press conference, DFL communications staffer Matt Roznowski “upbraided Mr. Callaghan for his comment that the questions should continue and threatened to call his editor.” They subsequently removed Callaghan from the press list, reported him to the House human resources office for harassment and notified Capitol Security about his behavior.

 

AUDIT OF RentHelpMN

Thursday last week the Office of the Legislative Auditor (OLA) released a report of an audit they conducted of Minnesota’s Covid-19 Emergency Rental Assistant Program, RentHelpMN. 

 

The audit found the $598 million program issued millions in overpayments, was slow to process applications, and failed to verify applicant eligibility. The auditor offered a series of recommendations to correct structural problems in the program.

  

Democrats insist on socializing housing by creating a brand new, permanent program to pay people’s rent rather than solving the root cause responsible for driving up the cost of housing. Because RentHelpMN was poorly run, confidence has been lost in Democrats establishing new socialized housing programs. We now have clear instructions from an incorruptible source to protect against a repeat of the same wasteful mistakes. The Housing Committee needs to hold a hearing as soon as possible – before we vote on the Housing budget – to make sure the auditor’s recommendations are included in this new program.

  

Findings from the OLA report include:

 

· Roughly 15% of applications were handled incorrectly and received wrong payments. If that sample size holds true, the program would have about $90 million in errors

· Minnesota Housing self-reported $3.5 million in overpayments

· Minnesota Housing was initially slow to distribute funds

· Minnesota Housing did not establish standards for how quickly to approve applications, resulting in slow processing

· Minnesota Housing did not require proof of eligibility from landlords or renters, instead allowing them to attest to eligibility

· Minnesota Housing did not collect sufficient documentation

Law-abiding Minnesotans are being harmed as Democrats work hard to stop criminal prosecutions in the midst of skyrocketing crime.

 

PUBLIC SAFETY BILL

Senate File 2909 (Judiciary and Public Safety Finance Bill) was debated on the Senate Floor last week.

 

The Democrat authored bill will make thousands of criminals convicted of serious and even violent crimes eligible for early release.

 

· About 92% of the prison population will be eligible for an early release through the Minnesota Rehabilitation and Reinvestment Act (MRRA). It is applied retroactively and could impact about 7,400 of the approximately 8,000 prisoners in the state.

· Currently, convicted criminals spend two-thirds of their sentence in incarceration, and the rest on supervised release; the MRRA reduces the amount of incarceration time to one-half of the sentence.

· The only exclusion in this provision is for life sentences which means those convicted of crimes of violence that didn’t carry a life sentence are eligible to be released early.

· Some of the crimes eligible for reduced sentences under the MRRA include: rape, carjacking, murder in the second or third degree, kidnapping, assault, domestic assault, arson, auto theft and subsequent crime sprees. These are serious offenses and by releasing convicted criminals, Democrats are risking the safety of Minnesotans.

 

Senate Republicans fought hard offering multiple amendments to get tough on criminals engaged in carjacking, mandatory minimum sentences for those who commit violent crimes with a firearm and fleeing a police officer in a motor vehicle, but the Democrat majority rejected the Republican amendments. The Democrat bill fails to take serious measures to address any of the crimes that have been a growing concern for Minnesotans.

 

The terrible bill passed with all 34 Democrats voting in favor and all 33 Republicans voting against.

COMMERCE BILL

Senate File 2744 (Department of Commerce Finance Bill) was debated on the Senate Floor last week.

 

The bill funds the Department of Commerce, which includes divisions related to Financial Institutions, Administrative Services, Enforcement/Market Assurance, Telecommunications, Insurance, and Weights and Measures. The Democrat authored bill fails to lower costs for consumers and will instead raise costs across the board through fees and mandates.

 

Republicans offered sensible amendments to improve the bill and provide real cost savings and protections for Minnesotans, but Democrats voted every amendment down. Democrats opposed reasonable changes because Democrats are setting up Minnesota for a future with government-run / government-rationed health care delivery.

 

The terrible bill passed with all 34 Democrats voting in favor and all 33 Republicans voting against.

JOBS AND LABOR OMNIBUS BILL

Senate File 3035 (Jobs and Labor Finance Bill) was debated on the Senate Floor last week.

 

Single party control has been devastating to anyone trying to create jobs in Minnesota. Democrats in charge are passing burdensome mandates, higher taxes, and are discouraging the kind of entrepreneurship that gave us Medtronic, 3M, and Target. Passing out money to unaccountable non-profits and a slick branding campaign to appeal to businesses isn’t enough to make up for a fundamentally bad business climate.

 

The labor provisions in the bill increase red tape, give authority to non-government entities, and will lead to higher costs for consumers and taxpayers across the board. We shouldn’t be passing a labor bill that reduces quality jobs for Minnesotans, we should be investing in efforts that improve working opportunities for Minnesotans.

 

Democrats have zero interest working in a bi-partisan fashion. Democrats rejected 100% of Republican amendments, and by extension, Democrats continued to abuse their 1-seat majority completely ignoring the 49% of Minnesotans who voted against Senate Democrats.
