​​Collaborating for Justice for Older African Americans: Key Strategies for Equitable Partnerships with Culturally-Specific Organizations
Kristin Burki, MSW & Dr. Latrice Buck

Kristin Burki is the Director of the National Clearinghouse on Abuse in Later (NCALL), a project of End Domestic Abuse Wisconsin. Burki has 20 years of experience in the gender-based violence movement, including work as a member of a statewide AmeriCorps team of gender-based violence advocates and community educators in Oregon; roles as Support Group Coordinator and Director of Services at Domestic Abuse Intervention Services in Madison, WI; and in the position of Prevention and Early Intervention Section Manager for the Wisconsin Department of Children and Families. She also spent 4 years as faculty at the Sandra Rosenbaum School of Social Work at the University of Wisconsin - Madison where she taught a graduate course focused on integrating social work theory with practice. Burki holds a Master of Social Work from the University of Wisconsin – Madison and a Bachelor of Social Work from Loyola University Chicago. She is a certified Advanced Practice Social Worker
in the state of Wisconsin.

Dr. Buck is the founder of INSPIRE Consulting, an agency focused on counseling, educating, and training professionals on domestic violence, trauma, and substance abuse. Dr. Buck was the Director of the Milwaukee Women’s Center for over 7 years providing services in areas related to elder, later life, domestic and substance abuse, from prevention and treatment to management and program implementation. Additionally, Dr. Buck has presented at various conferences including those for the Center for Substance Abuse Treatment, the Substance Abuse and Mental Health Services Administration, Child Welfare League of America, Black Administrators in Child Welfare, the Wisconsin Office of Justice Assistance, Florida Coalition Against Domestic Violence, University of Wisconsin, NCALL, and a host of others. Dr. Buck is a proud HBCU graduate of Alabama State University, and an active member of Delta Sigma Theta Sorority, Inc.

Increasing Multi-Disciplinary Strategies to Address Elder Abuse through Public and Private Partnerships
Dari Pogach, JD & Jonathan Rubin, MSW

As a senior official with the District of Columbia’s Department of Aging and Community Living, Dari Pogach led the agency’s adult protective services, case management, and nursing home transition teams. She developed and implemented a strategic plan for her division to support older adults and disabled individuals while maintaining their right to self-determination. At the American Bar Association’s Commission on Law and Aging, Dari developed nationally lauded tools and programs for attorneys and other professionals, facilitated stakeholder engagement across the country, and led projects dedicated to adult guardianship reform. Dari has written and presented on a variety of disability and aging issues, including the right to self-determination; supported decision-making; and elder abuse, neglect, and exploitation. Dari earned a Bachelor of Arts in English from the University of Pennsylvania and a Juris Doctor from American University’s Washington College of Law.

Jon Rubin is a human services leader with over 20 years of experience in strategic planning, identifying and analyzing problems, and implementing plans while evaluating progress and impact of efforts. Prior to joining Health Management Associates, Jon was appointed by Governor Wolf as deputy secretary of the Pennsylvania’s Office of Children, Youth and Families (OCYF). Preceding his appointment as deputy secretary, Jon served as director of housing and human services in Bucks County, Pennsylvania. Jon was responsible for public human services including child welfare, aging, housing, mental health, drug/alcohol, Medicaid behavioral health services, and intellectual disability services. Jon has a master’s degree in social work from Temple University. He is also the recipient of the 2019 Dennis Marion Award for contributions to behavioral health services in Pennsylvania and remains focused on assuring that human services service delivery is equitable, accessible, and
high quality.
