Hawaii – A bill to undo preemption and allow local ordinances and regulations that place stronger restrictions than state law on tobacco died despite passage in the Senate because it was not scheduled for a hearing in the House Finance Committee by April 6.

Idaho – Governor Little signed into law a bill to cap the tax on cigars to 50 cents per cigar.

Rhode Island – The House passed a bill to allow licensed pharmacists who have completed education on FDA-approved tobacco cessation therapy drugs to prescribe such medications to eligible patients who complete an initial intake evaluation and commit to appropriate follow-up visits. The bill now moves to the Senate for consideration.
