Preventive Care Coverage
Starting in 2010 when the Affordable Care Act (ACA) was passed, ACA-compliant health plans have been required to cover certain evidence-based preventive services with no patient cost sharing.

Alexandra Makhoul and coauthors find that despite preventive services being available at no charge to people enrolled in individual-market ACA-compliant plans, 21–61 percent of enrollees in these plans, depending on the service received, incur costs that same day.

Colonoscopies are the most common source of same-day fees, while fees are much less likely for mammograms and annual wellness visits, they report.

“Measurement of same-day costs is a blunt instrument, yet it offers insight into possible policy solutions,” the authors explain. They posit, “A more comprehensive definition of preventive care may be more effective in reducing the financial friction that patients face when accessing preventive services.”
