PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE SNAKE RIVER

The Wyoming Department of Environmental Quality (WDEQ) has received a request from Biota Research and Consulting, Inc. on behalf of Grand Teton National Park for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permits #27 and #42, for discharge of dredged or fill material to the Snake River near Moose, Wyoming. The purpose of the project is to construct a boat ramp and landings, reconstruct two failing river barbs, and restore a segment of river bank along the Snake River near the Grand Teton National Park visitor center. To construct these features, approximately 1,994 cubic yards (CY) of alluvium will be excavated followed by the permanent placement of 2,903 CY of boulder, rip-rap, and native alluvium. No impacts to wetlands are anticipated though 0.38 acre of river channel and bank will be permanently impacted.

All surface waters within Grand Teton National Park are designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances.
