Province Releases Refreshed Housing Plan

As hinted at in Budget 2023, the BC Government released the details of the province’s updated housing plan entitled, Home for People, this week. Building off the 30-point housing plan from 2019, this new plan reorients the province’s housing strategy to address new barriers as well as underlying, persistent challenges that are preventing and slowing the delivery of housing.
Most relevant to the home building members of CHBA BC are the actions found under pillar one, Unlocking more homes faster, which identifies a series of steps that will be taken to address restrictive municipal zoning bylaws and slow, arduous permitting processes. Much of this work was previously announced and well underway in consultation with CHBA BC, but with added detail on the timing of work and enabling legislation.

Homes for People Plan Reaction from the Okanagan

Reaction to the announcement of the Homes for People plan is coming in from around the province with local associations assessing what impact the actions included in the plan will have on their regions.
As CHBA BC President, Cassidy deVeer explained to CASTANET news in Kelowna, developing a range of housing options, speeding up the permitting process and cutting development cost charges are vital for the growing Okanagan region.
“We can’t just have condos. We can’t just have large single-family homes. We definitely need the missing middle.” said deVeer. Being able to build a fourplex without having to spend an entire year going through a development process is going to be massive for getting more housing built.”

The project’s jurisdictional scan includes the City of Vancouver and the City of Victoria’s missing middle initiatives. A housing catalogue, available at www.rehousing.ca, shows over 50 examples of “missing little” densification as renovations, additions and new construction floor plans for typical house types across the city.
ReHousing is a collaboration between the University of Toronto Daniel’s Faculty of Architecture and LGA Architectural Partners, funded by the Neptis Foundation.

UBCM Summitt Aims to Identify Solutions for Improving Housing Affordability and Attainability

This week, the UBCM held its Housing BC Together Summit, bringing together three levels of government, First Nations leadership; not-for-profit leaders; and industry to discuss how they intend to work together to get housing delivered.
CHBA BC staff were on hand to participate in engaging discussion throughout the two days, which included much talk about the BC Government’s Home for People plan.
HAVAN staff participated in panel discussions on Wednesday, including CEO Ron Rapp who addressed the home building industry’s perspective during the Housing and Local Government Finance Session.

Coming to the Okanagan and Vancouver Island: Mind the Gap: Preventing failures in HVAC and Airtightness

CHBA BC is bringing our popular Mind the Gap: Preventing failures in HVAC and Airtightness training session to the Okanagan in April and Vancouver Island in May.
This one-day course will take a deeper dive into the BC Energy Step Code metrics for Part 9 buildings and how to achieve Step 3 and higher through design and building techniques to build better and minimize costs. The content will focus on practical strategies for effective design, proper selection and installation of mechanical systems, and airtightness. Using real-world examples and different housing archetypes from local climates, we will examine why some projects fail while others pass easily.
The course will include an onsite component at the end of the day. Using a local real-world onsite home, the class will participate in a blower door test. This will include hands-on preparation for the test, highlighting common problem areas as well as strategies for improvement and repairs. This session will also discuss airtightness best practice and strategies for renovations.
