As of the end of 2022, 38 governments targeted people in 91 countries around the world with direct, physical forms of transnational repression —which is when governments try to silence dissent among diaspora and exile communities, including by means of assassination, assault, detention, unlawful deportation, and rendition.

Despite growing awareness, domestic and international accountability remains rare, and practices of transnational repression continue to spread and evolve. Effectively countering transnational repression requires a combination of policies that punish perpetrators, protect the right to asylum, and prioritize respect for human rights in all diplomatic relationships.

More governments are committing more acts of transnational repression around the world according to our new report: Still Not Safe: Transnational Repression in 2022. The report recommends steps that host governments, civil society organizations, and technology companies can take to protect exiles and diasporas, increase accountability for abuses, and constrain the ability of authoritarian states to commit transnational repression.

Seven Countries Pledge to Fight Against Transnational Repression

 

Seven democratic governments endorsed a new declaration pledging to take greater steps to combat the authoritarian practice of transnational repression. The Declaration of Principles to Combat Transnational Repression affirms that “transnational repression is a threat to democracy and human rights worldwide.”
