The Chinese economy grew by 957% from 1970 to 2010, and the average household income in China has risen by 400% in the last ten years. Even though the Chinese population is substantially larger, it has significantly fewer people living below the poverty line(30.5 million vs. 39.7 million). They have the world's largest retailer, Alibaba. And China has the second largest number of billionaires behind the US.

The Chinese government is clearly effective.
